Preface
The year 2025, ushered in by the appearance of US imperialism’s second Trump administration, has plunged the world into unprecedented upheaval and turmoil. The flames of a global war, a nuclear war, that threaten to destroy humanity are now burning with frightening force. The US military’s bombing of Iran’s underground nuclear facilities has swiftly spun the wheels of history toward this catastrophe. US imperialism, now in a deep decline and at a complete impasse, has taken steps to violently dismantle the post-World War II world system and launch a full-scale aggressive war against China in an effort to maintain and extend their hold on global dominance. This is precisely what determines the historical events unfolding before our very eyes. European imperialist countries and Japanese imperialism are also desperately responding to the US-led drive to aggressive war against China, a world war, and escalating their war maneuvers. This situation has also dramatically changed the nature of the international class struggle, with violent uprisings of workers and people spreading across the world, including the United States, as they confront the Trump counterrevolution.
At its 34th General Assembly of the National Committee of JRCL (34th GA) held in March of this year, the Japan Revolutionary Communist League affirmed that “an era has begun in which revolution and counter-revolution collide head-on, a life-or-death battle in which we must either defeat or be defeated, with the survival of humanity and the fundamental liberation of all humanity at stake.” The JRCL has vowed to achieve the leap and transformation required of a revolutionary party in this era and to fight with all its might for the victory of the Anti-Imperialist Anti-Stalinist Proletarian World Revolution. Following this line of the 34th GA, a series of civil war-like uprisings to overthrow imperialism, spearheaded by young people, students, and women, have begun. In response, the Japanese imperialist state power, fueled by growing fear and hatred, fabricated charges of violation of the Act on Punishment of Physical Violence and Others of 1926 (Boshoho) and unjustly arrested two female students from the All-Japan Federation of Student Self-Government Bodies (Zengakuren). Let’s win a powerful anti-war demonstration that will shake the capital, called for by the Grand March Against Constitutional Revision and War on October 5, and achieve a massive gathering at the National Workers’ All-out Rally on November 2.

The First Half of 2025—The Political Line of 34th GA and the Transformation of the Party and its Movement
(1) Youth, students, and women led the powerful demonstration on June 14
Let us examine what the class struggle in Japan, the revolutionary communist movement, has achieved, and what kind of strategic progress has been made through the numerous hard struggles in the first half of this year.
In the first place, under the second Trump administration of US imperialism, the war of aggression against China—the global war situation—has rapidly accelerated to unprecedented levels. In response to this situation, we have committed to the strategic political line: “In solidarity with the Chinese and Asian peoples struggling against imperialism, turn the US-Japanese aggressive war against China into a revolutionary civil war to overthrow Japanese imperialism!” Under this strategic line, we have achieved the upsurge and development of the powerful mass struggle against our own imperialist government. The June 14 National Rally& Demonstration (organized by the Grand March Against Constitutional Revision and War) succeeded in a gathering of 1,000 people. We put up slogans: “Crush Counterrevolutionary Trump!” “Crush Japanese Imperialist Ishiba!” “Stop the War of Aggression Against China!” The emergence of a significantly stronger and larger contingent, arm-in-arm at the forefront of militant demonstrations approached the US Embassy and the Prime Minister’s official residence. This militant struggle symbolizes the milestone reached in the decisive battle of the first half of 2025.
“What we are witnessing is an unprecedented situation: the United States, the sole and absolute pivotal power of the postwar imperialist world system, has fallen so far into decline with no longer the power to dominate the world. In an attempt to prolong its dominance, the US has been destroying the postwar world system and launched a full-scale war to redivide the world under the slogan “America First.” This will culminate in a war of aggression to overthrow the Stalinist regime in China and reestablish US rule over China and Asia. There is no other way for US imperialism to survive. In this sense, the fundamental contradictions of imperialism are about to explode in the form of a war against Stalinism—a war of aggression against China, a world war.” (the second report of 34th GA)
As the situation intensified with the US bombing of Iranian nuclear facilities, the struggle in the first half of 2025 was fought head-on against this backdrop. Meanwhile, the Grand March Against Constitutional Revision and War has emerged at the forefront of the class struggle, unleashing the anger of youth, students, and women. The ranks of the Grand March have expanded rapidly. Anti-war protests erupted across the country. Notable protests against Ukraine war were organized nation-wide, including the February 23 Shinjuku Anti-war Demonstration, the March 8 International Women’s Day Protests, the March 11 Anti-nuclear Fukushima Action, the March 30 Sanrizuka On-site Protest, the April 28 Okinawa Day Unified Action, which took place from May 17 to 19, including the April 27 Shibuya Demonstration. During this time, 400 people participated in a sit-in to block the construction of the new military base at Henoko, Okinawa. The subsequent protest, which took place from June 4 to 5, was held to oppose Emperor’s visit to Okinawa. Confronting the violent restrictions and police repression. These anti-war demonstrations, anti-military base protests, and Diet protests were held across the country. These protests have brought new people together and led to significant growth in the movement’s scope.
At the 8th Congress of JRCL in February 2022, the basic party line “anti-war struggle per se” was proposed and the strategic political line of “in solidarity, turn aggression into civil war” was confirmed in the January 1, 2024 Politburo Appeal (Zenshin, issue 3,325), as well as at the 9th Congress in February of the same year, in response to the October 7, 2023 Palestinian uprising. It is also important to note that these political lines of our party were elevated to a party-wide consensus through decisive fighting in each struggle during the first half of 2025. The June 14 nationwide struggle, a practical implementation of the principle of the 34th GA, marked a decisive breakthrough of the walls that existed until then. The united power on June 14 led immediately to the success of the National Rally of JNR Workers’ Struggle on the following day. This success then culminated in various struggles in July, such as the June 19 struggle against Emperor’s visit to Hiroshima and the June 23 struggle against the Battle of Okinawa memorial ceremony. The emergency struggle to condemn the U.S. for bombing Iranian nuclear facilities; the July 12 Tokyo anti-war and anti-nuclear rally and demonstration; and the July 19 Shinjuku anti-war demonstration. These struggles occurred amid backlash during the Upper House election.
This series of struggles is notable because new uprisings were won successively by youth, students, and women who courageously fought at the forefront of the powerful struggle. Their efforts proved that a widespread, self-liberating uprising of working-class people, including the younger generation, can only be achieved by confronting the intensifying discriminatory and xenophobic attacks that crossed the line in wartime situation with very conscious efforts, with the thought of blood debts*.

The state power, astonished and horrified by the demonstrations, has violently tightened its restrictions on each demonstration, and in the first half of 2025 alone, it began to strengthen its wartime repression, arresting a total of 13 students (including one who was indicted). However, this has only served to inflame the anger and struggles of the youth, students, and women and it made their fight even more intense.
(2) Leap forward in the movement to fight discrimination and realize women’s liberation
Secondly, along with the development of the anti-war struggle based on the strategic line, “in solidarity, turn aggression into civil war,” the revolutionary women’s liberation movement has advanced as an absolutely indispensable strategic issue to carry out in close unity with the development of anti-war struggle. In response to the accusations and denunciations of activist women, we have promoted fundamental changes in our movement and organization.
Without consciously fighting out discrimination against women and sexual violence, the anti-war struggle for overthrowing imperialism will not develop into a civil war. This was evident in the case of sexual assault on Ayano Matsumoto, a female student of the All-Japan Federation of Student Self-Government Bodies (Zengakuren), by a Palestinian man, a walk-in participant in a meeting following last year’s April 28 Okinawa Day demonstration in Shibuya. She expressed her anger at the discrimination and sexual violence she had suffered, as well as her desire “never to let newly risen women suffer the same thing” (statement made at a Zengakuren women’s student round table meeting, as reported in Zenshin No. 3389). In response, serious discussions began on how to transform the existing movement and organization into one capable of fighting discrimination against women. A summary written by Ayano Matsumoto was submitted and adopted as part of the agenda at the Zengakuren convention in September and published online in March of this year along with Ayano Matsumoto’s name. At this convention, a new executive committee led by the first female president of Zengakuren, Hiro Yajima, was established. Together with the eruption of the anti-war struggle to stop the war of aggression against China, the Zengakuren declared that they would “make the leap to a Zengakuren that fights against discrimination and realizes the liberation of women.” This groundbreaking progress was realized at the November rally last year, which drew 1.5 times more Zengakuren members than the previous year. This was followed by the December 1 anti-war women’s rally and demonstration. Led by Zengakuren President Yajima and other female students and workers, the rally aimed to condemn the assault on women by US soldiers and the cover-up of the incident by Japanese government and Okinawa Prefectural Police.
In these circumstances, last November, a serious case of discrimination against women was disclosed by fighting women in Kansai region. It was revealed that OZ, one of the leaders of the Kansai Regional Committee of JRCL and a leading figure in the movement for National Coordinating Center of Labor Unions had repeatedly discriminated against women and committed sexual violence within the movement and the organization, and that the central leadership of the Kansai Regional Committee had not only defended and covered up this discrimination but had even systematically suppressed women comrades who had accused them of such offense. In response to the women comrades’ wholehearted accusation of this anti-working class crime, the student comrades waged a total denunciation of OZ and the members of the Kansai Regional Committee who were complicit in it, and the struggle for a fundamental change in the party has begun.
At the 34th GA, the Politburo of JRCL apologized for this development and engaged in self-criticism for the discrimination against women that had occurred. The 34th GA has confirmed that the determination of the women who denounced the incident, as well as all the comrades who stood with them, “embodied the revolutionary spirit” and proved “a decisive resolution for the revival of the revolutionary party to overthrow the corrupt organizational leadership” (First Report). The 34th GA declared that JRCL would become a “party of youth, students, and women” (ibid.) through a fundamental change in the entire party. For this purpose, the GA confirmed the following: (i) unity under the entire party’s line on the anti-war struggle, (ii) the reestablishment of the thought and practice of the women’s liberation struggle based on “Self-criticism on July 7” and the “thought of blood debts,” (iii) the clarification of the party’s organizational theory for constructing a single national party.
The March 8 International Women’s Day National Struggle was the first to implement the 34th GA principles. Tomoko Horaguchi, a Suginami Ward council member, and Hiro Yajima, the president of Zengakuren, gave keynote speeches. Women suffered from the Kansai incident, including Ayano Matsumoto of Zengakuren, women from Fukushima, and women from the National Council of Women’s Democratic Clubs, took the stage and spoke one after another. The women’s powerful appeal to make a great leap forward and change themselves was answered by the men, who responded wholeheartedly and urged that they must also change their past ways. Participants confirmed their joint determination to “make a leap forward to a movement that can fight for the women’s liberation and anti-war struggles in an integrated manner” (President Yajima).
The progress of the revolutionary women’s liberation struggle, spearheaded by the resolute determination of women, has paved the way for the June 14 and July 19 anti-war demonstrations in Shinjuku. These demonstrations bravely defeated the reactionary drive of the Upper House election, which fully developed propaganda, oriented to discrimination and xenophobia.
Without retreating from this progress, let us further transform our movement and organization into one that combats discrimination against women, as confirmed upon unanimously at the 34th GA. Let us also expand our resolve to confront discrimination and xenophobia in wartime.
(3) In response to Doro-Chiba’s appeal, let’s make every effort for the grand gathering to the November Rally!
Thirdly, at the June 15 National Railway Struggle Rally which was held in conjunction with the June 14 struggle, Michitoshi Seki, the President of National Railway Motive Power Union of Chiba (Doro-Chiba), gave a keynote report. He earnestly called for a massive gathering at the November Workers Rally this fall.
President Seki reported that there have been serious incidents of discrimination against women within the movement of the three labor unions that called for the November rally: Solidarity Union of Japan Construction and Transport Workers Kansai Area Branch (Kan-Nama), Metal and Machinery Workers’ Union in Osaka (Minato-Godo) and National Railway Motive Power Union of Chiba (Doro-Chiba). He added, “The three unions are now not in a condition to come together to lead the struggle.” After expressing his “apology” for the situation, the President added, “However, we cannot take a step backward. To advance and develop our struggle, we propose a joint resolution at today’s gathering to stand with the women who have faced sexual discrimination and risen up for accusations and also with our colleagues nationwide who have started the struggle in their support.” He announced that Doro-Chiba has decided to organize, even as single promoter, November Workers Rally of this year, together with the members of the Nationwide Movement of the National Railway Struggle and the Grand March Against Constitutional Revision and War.
He introduced the “four slogans,” presented by Hiroshi Nakano, the late President of Doro-Chiba, at the September 18 Workers’ Rally in 1994. He called for a return to the starting point and for organizing energetically a mass rally for the November Rally in a completely new situation.

2) Let’s build a labor movement against the historical change of wartime labor policy!
3) Let’s build a labor movement that confronts the Rengo line on the basis of the groundwork opened up by the Struggle against the Division and Privatization of National Railways!
4) Let’s overthrow the reactionary Japanese Ishiba administration and create a new party of fighting workers!
Let’s respond to Doro-Chiba’s call with all our might and achieve a massive turnout for the November Rally this fall. The struggle of the first half of 2025 is inseparable from the uprising against war, reaching its climax on June 14. This struggle secured the defense and development of class struggle labor movements under wartime conditions and gave rise to a new wave of strikes. These struggles have proven that workers who oppose war and lead militant movements are the most principled and militant subjects in the workplace. Let us expand this horizon further.
Facing the results of the July Upper House election, anger and a desire for social change have emerged among a wide range of people, with youth, students, and women at forefront. The November Rally movement must become the focal point for uniting these groups. At the same time, we must secure the formation of a powerful, revolutionary workers’ party that represents the interests of the working class and fights for fundamental change in the current world.
A major advance in the anti-oppression struggle
After the struggles of the first half of 2025, the fight against wartime police crackdown has entered a new phase. Above all, we must not let the July 29 violent suppression under the Boshoho (Act on Punishment of Physical Violence and Others, enacted by the despotic Imperial government in 1926). We must immediately rescue the two female students who were unjustly arrested.
The tri seventh hearing of the trial of Hiroshima Five who were unjustly arrested under the Boshoho was concluded. It was revealed that the “assault on a Hiroshima City official” by the five defendants was completely fabricated and baseless. It was the right-wingers who came to obstruct the August 6, 2023 rally in front of the A-bomb Dome who assaulted the participants. The aim of oppressors to destroy the August 6 Hiroshima struggle has already been crushed. Let’s win the Aug. 6 struggle this summer, gain power in the court battle, and fight for the acquittal of all participants.
The first hearing of the trial concerning the suppression of the June 5 protest which condemned Emperor’s visit to Okinawa took place on July 30. The defendant, Koichiro Tamaru, gave a statement during the trial. We must fight for Tamaru’s immediate release and the restoration of his right. We must expose the state’s fabrication through the court battle and reveal the class justice of the June 4–5 movement.
The appeal trial of Comrade Masaaki Osaka, who fought alongside the late comrade Fumiaki Hoshino in the Shibuya Riot on November 14, 1971, has entered the decisive phase. Following the victory in the first court decision on March 24 of this year in the lawsuit against Hoshino’s claim for state compensation, the Hoshino and Osaka Defense Committees merged at a general mobilization rally on May 30. The new “National Defense Committee for the Innocent Political Prisoners, Hoshino and Osaka” (Hoshino-Osaka Defense Committee) was established. Let us strengthen our anti-repression struggle against wartime oppression to win the appeal trial of comrade Osaka and defend and secure the release of comrade Taketoshi Suga, who has been fighting for decades against the fabricated charge on the struggle at the State Guest House and the Yokota Air Base in 1986.
II
The Situation of Aggressive War against China, the World War, and the Strategy of Anti-Imperialist Anti-Stalinist World Revolution
(1) The US Imperialist/Trump’s War and the inter-imperialist rivalry against European and Japanese Imperialism
World war as an explosion of the fundamental contradictions of imperialism—the US imperialist aggressive war against China—has already begun.
The US imperialist/Israeli aggressive war against Iran and the first direct attack on Iran by the US military, dropping bunker buster bombs on underground nuclear facilities, has shown the world that US imperialism, Trump, does not hesitate to actually launch a war on the scale of a global war, including a nuclear attack. It was a threat to China, Russia, and North Korea, but it was also a declaration of fierce battle by demonstrating the overwhelming military power of the US to the imperialist countries in Europe and Japan, using that power to force them into submitting to the US-led aggressive war against China, a world war, and a reorganization of global domination.
Meanwhile, the US imperialists’ negotiations with Japan and the European Union over tariffs and trade have concluded with the imposition of a 15% tariff after forcing through US demands such as investment and market opening, but this was also backed by the overwhelming military power of the US. At the NATO summit immediately following the bombing of Iran, with Trump’s participation, a historic military build-up was decided, raising member states’ military spending to 5% of their GDP. This was also the result of European imperialism’s desperate response to the US inter-imperialist rivalry. In order to focus all its efforts on the aggressive war against China, Trump is trying to shift the burden of the Ukraine war and military confrontation with Russia onto the European imperialists. Germany and other European countries are driven by a strong sense of crisis that unless they respond and develop their own powerful military forces, they will be pushed aside by the US inter-imperialist rivalry. Moves are also underway, such as the stationing of German troops in Lithuania, which would have been unthinkable under the US-centered postwar system.
As for Japanese imperialism, it has been unable to overcome the “lost three decades” and has been thrown into unprecedented present situation, hit directly by the rage of the working class people suffering from inflation, heavy taxes, and poverty, and is now facing a severe political crisis with the ruling party’s crushing defeat in the Upper House election and the “sudden rise” of far-right, xenophobic fascist forces. But it is precisely because it is in the most desperate crisis of all imperialism that it has no choice but to find its only way to prolong imperialist life in plunging into an aggressive war against China, together with US imperialism.
All of these trends across imperialist countries show that world history has fully entered a critical process since World War II in which the basic contradictions of imperialism will explode into a world war.
Eruption of the basic contradictions of imperialism
The slogan “Stop the aggressive war against China,” which the JRCL established in practice through its 8th Congress in 2022, 9th Congress in 2024, and this year’s 34th GA, has now taken on decisive significance and is clearly recognized now as the basic strategic line of the Anti-Imperialist Anti-Stalinist World Revolution. As the imperialist aggressive war against China has now begun, it is the struggle to developing the anti-war struggle to stop the war against China and to unyieldingly carry out the struggle to “turn the US-Japanese imperialist aggressive war against China into civil war, in solidarity with the fighting peoples of China and Asia!,” that will open a strategic breakthrough for the Japanese revolution, the East Asian revolution, the world revolution. We have clearly grasped this through the recent development.
The aggressive war against China has become a reality and has begun amid the intertwining of the eruption of the basic contradictions of imperialism following the final collapse of the postwar imperialist system centered on US imperialism, and the historical bankruptcy and eruption of fundamental contradictions of Stalinism, which has reached its peak in China, a great power now. Amid the impasse and near-collapse of the postwar world system of imperialism and Stalinism, a “world war as an eruption of the basic contradictions of imperialism” is being waged as an aggressive war by US imperialism and all of imperialism to overthrow the Chinese Stalinist regime.
The specific feature of today’s world war lies in the fact that, unlike World War I, a war between imperialist countries or World War II, a war between imperialist countries, in which Stalinism is subsumed, it is US-led invasion of Stalinist China together with the entire imperialism. There is an absolute power differential between European and Japanese imperialism and the US, which, despite its great decline, still possesses overwhelming military power (i.e., nuclear military power) and is the only country capable of waging a war on the scale of a world war. Furthermore, US imperialism and all of imperialism’s global domination would be impossible without a confrontation with Chinese Stalinism, which has become an economic superpower second only to the US and has become powerful both militarily and politically. For these reasons, today’s world war can only be a war by US imperialism and other imperialism against Chinese Stalinism.
Imperialist war—world war—does not break out suddenly one day out of nowhere as a “peace-breaker attack.” The contradictions of imperialism intensify, the ruling class is no longer able to continue its rule as before, and the discontent and rage of the working class erupt from the cracks in its rule. This ruling class, on the brink of system collapse and revolution, becomes obsessed with imperialist aggression, massive military build-up, and a strengthening of war economy, spreading the ideology of nationalism and patriotism. It intensifies the scramble for markets, resources, territory, and spheres of influence, formulating and refining specific war plans against “enemy countries,” and creating systems for their implementation. It also draws out and mobilizes the counter-revolutionary energy of far-right reactionaries and xenophobia that arises from the desperate petty-bourgeois masses, intensifying its repressive policies against the revolutionary struggles and organizations of the working class. This process of politics rapidly escalates, leading to war. This is now beginning to take shape as the US imperialist and all-imperialist aggressive war against China begins.
This aggressive war against China is a war of all imperialism against Chinese Stalinism; it is, however, also a war permeated with the rivalry between imperialist countries over the redivision of China and the world. In this war, US imperialism is mobilizing Japanese and European imperialism under its own leadership, seeking to carve up China as a total and take and seize it as US’s own sphere of influence. However, Japanese and European imperialists are determined not to let this happen, and are actively and independently participating in the aggressive war against China, plotting to increase their share of the spoils. Lenin’s theory of imperialism and imperialist war, in which imperialist countries compete for China and redivide the world, is being fully implemented now in the today’s world.
To mobilize the working class for this war, the ruling class is making daily propaganda claiming that “China is invading Taiwan and even Japan, which must be deterred and countered.” Our struggle is based on Lenin’s principled criticism of imperialist war, his thought of revolutionary defeatism of the fatherland, and our class stance. At the same time, clarifying the issue of Stalinism and the relationship between imperialism and Stalinism from the Anti-Imperialist Anti-Stalinist standpoint is crucial to achieve a fundamental uprising of the working class and people in the anti-war struggle to stop the aggressive war against China. Stalinism, which abandoned world revolution with its theory of “socialism in one country,” lacks the principles for fundamentally overthrowing imperialism and therefore pursues anti-people military and foreign policies against imperialism, and thus accelerates imperialist aggression and war. Therefore, we must strongly confirm that Stalinism must be overthrown from the standpoint of completion of the proletarian world revolution and materialization of the self-emancipation of the working class, i.e., the realization of communism, which liberates all humanity. The anti-war struggle to stop the aggressive war against China can only be carried out as a struggle to overthrow imperialism, but at the same time, this struggle also sharply highlights the issue of Stalinism and absolutely requires the Anti-imperialist and Anti-Stalinist stance.
(2) US Imperialism Intensifies War Pressure to Overthrow China’s Stalinist Regime
What the US and Japanese imperialists mean by “deterring China” is that US and all imperialism will thoroughly contain China economically and militarily, subjugate the Chinese military with military power that includes not only the US and Japan but also Europe, Australia, and South Korea, separate Taiwan from mainland China as a de facto “independent state,” and permanently secure it as a sphere of influence for US imperialism. However, for Chinese Stalinism, the Taiwan question is “at the central point of China’s core interests.” To succumb to US and Japanese imperialist coercion, abandoning of Taiwan, would be tantamount to losing legitimacy of the Chinese Communist Party, which won the War of Resistance Against Japan, overthrew US supported Chiang Kai-shek, and established its regime through victory in a revolutionary war of national liberation. Now amid a domestic economic and political crisis in China, President Xi Jin-ping is desperately trying to maintain power by endowing himself with Mao-like authority and to increase loyalty and unifying power to the party and state through patriotism. Succumbing to the military encirclement and pressure of the US and Japanese imperialists amid this situation would directly threaten the collapse of the regime. This is why Chinese Stalinism is doing everything in its power to oppose imperialism, only to become prey to the imperialists’ wars of aggression.
As Clausewitz’s On War, which Lenin repeatedly quoted in his essays during World War I, states, war is “the continuation of politics by other means.” Today, US imperialism—and all of imperialism—is conducting politics with the ultimate goal of destroying and overthrowing Chinese Stalinism. As a continuation of this politics, it is concentrating and strengthening its military forces around China, exerting intense pressure day and night on land, sea, air, cyberspace, and outer space. Stalinist China is also desperately “fighting back” to avoid being crushed. In May, US Secretary of Defense Hegseth said at the Asia Security Summit that “if deterrence (against China) fails,… we are prepared to do what the Department of Defense does best—fight and win—decisively,” but in reality, “failure of deterrence” is a false claim. If entirely cornered, China will have no choice but to invade Taiwan. That is precisely the US imperialists’ war plans which assume this will happen with 100% certainty, and are ready to launch them at any time.
Successive US administrations have prepared for war
As early as the beginning of this century, the US imperialists had already defined China, which had started to become an economic superpower, as a “strategic rival.” The US Department of Defense’s Quadrennial Defense Review (QDR) 2001 emphasized the need for military transformation to adapt to new forms of warfare that would rely on “advanced information networks,” even considering the specific offensive and defensive scenarios of a war against China. The US imperialists were hit hard by anti-American guerrillas on September 11 and became obsessed with the “counter-terrorism” wars in Afghanistan and Iraq, but the great depression of 2008 marked a decisive turning point; US imperialists were forced to face the crisis of their own great downfall and the rise of China. Under the second Obama administration from 2013 to 2017, the US military shifted from the Middle East to Asia. Under the first Trump administration from 2017 to 2021, the US launched a trade war against China while decisively intensifying military confrontation. The subsequent Biden administration (2021-2025) formulated the National Security Strategy 2022 that described China as “the only competitor with both the intent to reshape the international order and, increasingly, the economic, diplomatic, military, and technological power to advance that objective.” It also described confrontation with China as “America’s most consequential geopolitical challenge,” mobilizing allies such as Japan to strengthen its military and economic containment of China. It also publicly declared direct military intervention in Taiwan. The second Trump administration has now revealed intense anti-communist hatred and hostility toward Chinese Stalinism (the Chinese Communist Party), identifying it as an enemy that must be defeated and seeking to launch a very war, an aggressive war against China.
In his FY 2026 (October 2025-September 2026) budget proposal, Trump has already requested a defense budget of $1 trillion (approximately 147 trillion yen), the largest ever and a 13% increase from the previous year (non-defense spending is $557 billion, down 23% from the previous year). Under Secretary of Defense Elbridge Colby called on Japan and Australia to increase their military spending to 3.5-5% of GDP, and also pressed them to “make clear what role they would play if the US and China went to war over Taiwan.” Furthermore, a number of military and economic policies were announced in July, including the establishment of a domestic supply system by the Department of Defense to counter China’s restrictions on rare earths, the formulation of an “AI Action Plan” to prevent “Chinese hegemony” in artificial intelligence (AI) development, and a “ban on China’s purchase of farmland.”
(3) China Struggles Under Imperialist Encirclement and Faces a Deepening Risk of Regime Collapse
Chinese Stalinism poses a far more formidable foe to the US imperialists than USSR Stalinism. U.S. Secretary of State Marco Rubio, described China as “the most potent and dangerous near-peer adversary this nation has ever confronted” during his Senate confirmation hearing.” This recognition is bipartisan, shared by the entire US imperialist ruling class. With China’s enormous economic power and production capacity, the development of advanced technologies such as semiconductors, AI, quantum computers, and space, and its expanding economic and political influence in former colonial countries in Asia, Africa, and Latin America, known as the “Global South,” US imperialism can no longer tolerate the further expansion and development of China’s power.
Currently, China’s crude steel production exceeds 1 billion tons, accounting for half of global production, more than 10 times that of the United States. It also accounts for 60% of global aluminum production, 64 times that of the United States. Its automobile production capacity exceeds 30 million units, approximately three times that of the United States, once the world’s largest. Its shipbuilding capacity is said to be 200 to 500 times that of the United States. In the new energy and technology sector, China accounts for 70% of global solar panel shipments, half of the world’s top 10 electric vehicle (EV) companies are Chinese, and it dominates drone production, with an 80% share of the global market. Furthermore, it accounts for approximately 70% of rare earth production, essential for advanced technology, EVs, and cutting-edge weaponry, and over 80% of rare earth magnet production. The United States relies on China for 70% of its rare earth imports and almost all of its domestically produced rare earth ore refining. Trump initially sought to impose a high 125% tariff on China, but was forced to withdraw after being confronted with rare earth restrictions. China is rapidly narrowing the gap by investing vast domestic human resources and capital not only in industry but also in the development of cutting-edge technologies that determine the outcome of modern warfare, such as semiconductors, AI, quantum computers, communications, and space technology.
However, if things continue as they are, Chinese Stalinism will not overwhelm the US as well as all of imperialism, and become a global hegemony to replace America. This is clear even when considering international finance and the reserve currency. China’s growing GDP, on a per capital basis, is only one-third of Japan’s and one-seventh of America’s. China’s military spending, which the US and Japanese imperialists have called “extraordinarily high” and “threatening,” is expected to reach 36.5 trillion yen next fiscal year. However, as a percentage of GDP, it amounts to just 1%—about one-quarter of the US’s. Furthermore, if we add the US military spending of its “allies”—Japan, Europe, South Korea, Australia, and others—to the figure of over 200 trillion yen, a figure China cannot even come close to. Moreover, the imperialists are planning to dramatically increase their military spending. In the area of advanced technology development, in the US, the government and tech companies are all working together to defeat China, and European and Japanese imperialists are also competing to counter China. Meanwhile, China’s domestic economy faces serious problems, including the collapse of the real estate bubble, excessive government, corporate, and household debts, rising youth unemployment (officially, the unemployment rate is around 15%), and a rapidly declining birthrate and aging population. This is why they have no choice but to become increasingly dependent on exports abroad, and their biggest trade partners are the American, European, and Japanese imperialist countries.
However, imperialism is fiercely accusing China of its overproduction and dumping exports. Besides, led by US imperialism, which is imposing high tariffs, other imperialist countries are moving in unison to departure from dependence on China. While decoupling China would certainly be a blow to imperialism, it would cause much greater harm to Chinese Stalinism. So, the imperialists believe that even if they suffer a temporary blow, if they can completely surround and defeat Chinese Stalinism economically and militarily, they will be able to take all of China for themselves.
The Crimes of Stalinism
The criminality of Chinese Stalinism as a counterrevolution lies in its continued pursuit of “peaceful coexistence with imperialism” at a time when it was clear that imperialism could only be sustained through war. To that end, it engaged in a deal with imperialism coupled with anti-people military rivalry, ultimately leading to imperialist wars of aggression and world war.
In response to the US imperialists’ seizure of Taiwan and their aggressive war against China, the anti-people nature of the Stalinist approach to “unification by force”—aiming missiles and guns at the Taiwanese people—is clear. Even after liberation from Japanese colonial rule, Taiwan remained an anti-communist military base state for US imperialism under the brutal rule of Chiang Kai-shek and the Kuomintang. Subsequently, despite being subjected to colonial exploitation by the US and Japanese imperialists, it continued to industrialize and today is a major semiconductor production center in the world. For this reason, the US imperialists have intensified their aggressive maneuvers to ensure that Taiwan is never ceded to China.
In the face of imperialism’s plot to divide and pit the people of Taiwan and the mainland against each other, to provoke war, and to subjugate Taiwan and all of China, if the CCP stand as a proletarian party committed to true anti-imperialist and national liberation, it must call on the working class and oppressed peoples of Taiwan, all of China, and the world to unite and fight for a world revolution to overthrow imperialism. The people of Taiwan do not want war with their own nation on the mainland, and we will never allow the US or Japanese imperialists to seize Taiwan. This is evidenced by the results of the July 26th referendum, which rejected the recall of 24 “pro-China” lawmakers in the Taiwan Legislative Yuan, orchestrated by DPP President Lai Ching-te.
Aware of our blood debts, we will rise up from within the belly of the beast, Japanese imperialism, which has emerged as a front-line state in the aggressive war against China, and “turn aggressive war into civil war, in solidarity with Chinese people.” Through this struggle, we call on the people of Taiwan and all of China to join us in the Anti-Imperialist Anti-Stalinist World Revolution. Japan, China, North and South Korea, and Asia have now become the decisive battlefield for the world revolution. Everything depends on the eruption of the struggle in Japan to prevent an aggressive war drive against China.
(4) Japanese Imperialism Rushes to Establish a Burgfridenpolitik for an aggressive war against China
The Upper House election in July resulted in a historic defeat for the ruling coalition, LDP and Komeito, as well as the rapid rise of the Sanseito, which has embraced the xenophobic slogan “Japanese First,” and the Democratic Party for the People, which has tapped into middle-class discontent. Established opposition parties like the Constitutional Democratic Party and the Japanese Communist Party lost their appeal. The Communist Party, which emerged as a complete defender of the system with campaign promises like a 5% consumption tax, even worse than the CDP, was completely abandoned by all demographics, including young people seeking a break from the status quo. Despite the ruling coalition lost its majority in both the Lower House and the Upper House, the fragmented opposition parties lack the power to govern. Ishiba remains in power, and the LDP is experiencing deepening division and chaos, creating an unprecedented political crisis for Japanese imperialism. However, the ruling class cannot allow this chaos and crisis to drag on. They have no choice but to promote this unprecedented chaos and crisis as a “national crisis,” rally around the counter-revolutionary energy of far-right, xenophobic parties like the Sanseito, further transform the LDP into an extreme right-wing party centered around people like Sanae Takaichi, who succeeded Shinzo Abe, and build a national consensus to launch an aggressive war against China.
The only way out of the current economic and social suffocation, poverty, and various forms of oppression and anxiety that have arisen from the fundamental impasse of capitalism is a revolution to overthrow imperialism. We must show this truth to young people and women and unleash their dissatisfaction, anger, sense of stagnation, sense of crisis, and energy to break through the status quo toward revolution.
In the US-led aggressive war against China, Japanese imperialism is positioned at the very core and on the front lines. However, as a defeated imperialist power, without having experienced direct practice of war for 80 years since the end of World War II and without even being able to revise its constitution, suddenly launching an invasion of China on a global scale creates a huge gap in the capabilities of current Japanese imperialism and its Self-Defense Forces. It also creates a huge contradiction in its relations with the domestic working class and the people of China and other Asian countries.
More than anything, Japanese imperialism that had invaded Taiwan and colonized it for 50 years, massacring countless Chinese people during the 15-year war of aggression, are now launching another aggressive war against China, claiming that “Taiwan contingency is a Japan’s contingency.” Such an invasion would inevitably provoke a fierce counterattack from China, plunging not just Okinawa but the entire Japanese archipelago into a battlefield of missiles, drones, and fighter jets. As for the US imperialists, they intend to push as many casualties as possible from the aggressive war against China onto Japanese imperialism, even if it is left in tatters. They even anticipate a nuclear battlefield.
The Japanese imperialists are now relentlessly demanding the means of “extended deterrence” from the US, requesting that the Three Non-Nuclear Principles be revised from “No introduction of nuclear weapons” to “Do not let (the enemy) strike Japan with nuclear weapons.” A July 27th report revealed that the Japan Self-Defense Forces had requested that the US military incorporate a scenario simulating the use of nuclear weapons against China into last year’s joint Japan-US war game, “Keen Edge 2024.” From the Japanese imperialists’ perspective, this means that if the US and Japan thoroughly corner China, it is entirely possible that China would resort to nuclear weapons, but if the US military is not prepared to immediately retaliate with nuclear weapons in the event of a nuclear attack on Japan, China would not hesitate to launch a nuclear attack on Japan; therefore, the US military must be prepared to absolutely use nuclear weapons. However, the US imperialists naturally have no intention at all of allowing a nuclear attack on the US mainland in an aggressive war against China. Therefore, when the U.S. decides to use nuclear weapons, the missiles would be launched in the first place from Japan or its surrounding areas, so that the nuclear battlefield would be limited to the Japan-China theater. Nevertheless, the Japanese imperialists are content with the US imperialists promising them that they will definitely use nuclear weapons if necessary, and are therefore willing to accept nuclear-equipped US submarines in large numbers (with Yokosuka and other locations being the focus). Kanehara Nobukatsu, Deputy Director-General of the National Security Secretariat under the Abe administration and a director of the Sasakawa Peace Foundation, has said, “It would be desirable for the United States to redevelop low-yield, intermediate-range sea-based nuclear forces, redeploy them on attack submarines, and declare that it will protect allies such as Japan.” They are even realistically considering nuclear war, fully integrating it with the US imperialist military strategy, and plunging themselves into an aggressive war against China.
Eighty years after the atomic bombings and 80 years after the end of the Second World War, the Japanese imperialists have no choice but to prop up Emperor and once again drive the people of Japan, China, and Asia into the destruction of an aggressive war, a nuclear war; we must overthrow them as soon as possible.

(1) Stop Japan-US military exercise in September! Stand up for a powerful demonstration to shake the capital on October 5
The major task of the autumn struggle is to achieve an eruption of the anti-war struggle to stop aggressive war on China. We are required to appear on the stage as a fighting class force to oppose categorically to war, discrimination and xenophobia and to make clear the fundamental stand point and policy of overthrowing imperialism.
Let’s organize a militant demonstration to shake up the capital on October 5, responding to the call by the Grand March Against Constitutional Revision and War!
Make November 2 National Workers All-out Rally a breakthrough to general counter-attack of working class people by achieving 6,000 participants.
In September the largest bilateral exercise in Japan, “Resolute Dragon,” between US Marine Corps and Japanese Ground Defense-Force, is to be held in Kyushu and Okinawa and beyond. Also in September, Australian army is going to take part for the first time in, “Orient Shied,” a training exercise by US army and Japanese Ground Defense-Force. Our autumn anti-war struggle is a face-to-face confrontation with this decisive escalation of military exercises as intimidation and war-provocation to China and also with the drive for the constitutional revision and a large-scale militarization of Japan. In the parliament, the far-right forces with Sanseito and People’s Democratic Party in the fore front, are appearing on the stage to realign the political world for the constitutional revision and the Liberal-Democratic Party intends to present “anti-espionage law,” an ultra-suppressive law, promoted by Sanae Takaichi and other right-wing members of the parliament.
Let’s create a huge wave of anti-war struggle to overthrow the Ishiba administration in catastrophe, starting from the protest action to the extraordinary session of the Lower House in autumn!
Expanding the new dimension reached by the powerful struggles in the first half of this year, now is the time to produce a dynamic development from October 5 action to November 2 rally.
The primary pillar of the anti-war struggle to stop the war on China is Anpo-Okinawa struggle. Among others, it is important to denounce the suppression on the protest action against the visit of Emperor Naruhito on Okinawa on June 5. The aim of this visit of Emperor “to pray for the war dead” is one of the schemes to incorporate people under the rule of the emperor system in the midst of violent drive for war on China. In line with this move, open praise of the former Japanese military as “Emperor’s army” and justifying argument on the Battle of Okinawa are on the way by the parliamentary members of the Liberal-Democratic Party and Sanseito and by the cadres of the Self-Defense Forces, especially of the 15th brigade of Ground Defense-Force (stationing in Naha, Okinawa), which is planned to be transformed in 2026 into a division as a major troop in the war on China. Thus, the emperor system has become the serious issue of confrontation just in the midst of the attack to transform Okinawa into a military fortress and to make the Self-Defense Forces an armed force of aggression. The struggle on June 5 was carried out as a resolute denunciation of the emperor system. The arrest and indictment of a student who fought the struggle on the forefront were the expression of fear of the core of Japanese imperialist state power to be exposed the violent essence of the emperor system itself to the whole public. On July 30th, the first hearing at the Naha District Court was dominated by voices calling for the overthrow of the emperor system. Let’s further advance the court struggle and development in the Anpo-Okinawa struggle.
Let’s crush the attempts of transforming Japan into a front line base and to military fortress of the war on China, as is actually practiced by deployment of missile units to Yonaguni-jima, succeeding Amami, Miyako, Ishigaki and Katsuren, expansion of the facilities in Ishigaki garrison for the construction of the joint training site, upgrading of 15th division the Ground Self-Defense Force into a brigade, construction of training site of the Self-Defense Forces, deployment of radars of the Air Self-Defense Force in Kitadaitojima, etc. The construction of a new military base in Henoko, which has stepped into a “solidification” of soft seabed, should be crushed immediately by the new struggle. Let’s organize the struggle, “Remove all the military bases, crush Japan-US Security Treaty,” gathering anger toward recurrent sexual violence against women by US soldiers.
Succeeding the struggles in Hiroshima on August 6 and in Nagasaki on August 9, we must prevent the planned visit of Emperor to Nagasaki in September. This is aimed at not only to suppress the anger and struggle against war and nukes, but also an attempt to make Kyushu a military bastion. Starting with the construction of the garrison of Ground Self-Defense Force in Saga and deployment of Ospreys there on July 9, a series of aggressive plans is on the way: deployment of long-range missiles to Kengun garrison in Kumamoto city, enlargement of a large-scale armory in Oita detachment, fielding of Tomahawk missiles on Aegis destroyer at Maritime Self-Defense Force Sasebo base, deployment of the state-of-the-art stealth fighters F35 B to Nyutabaru Air Base of the Air Self-Defense Force. Our urgent task is to make a breakthrough in September struggle against Emperor which help build a huge struggle against military bases.
Thereby the struggle in Yokosuka, where the headquarters of US Navy and Japan Maritime Self-Defense Force are concentrated, has a decisive position in carrying out anti-military base struggle. On September 22 last year, we have waged a significant struggle to march close to Yokosuka bases. On September 28, let’s develop further this experience to crush the attempt of turning Yokosuka into a base of invasion. Now we are faced with a plan of realignment of US Forces Japan Headquarters in Yokota base into a “Joint Force Headquarters”.
Now in face of the Japanese imperialist policy of nuclear power development, nuclear armament, which has chosen the way to re-start and expansion of power plants and promotion of nuclear fuel cycle, anti-nuclear power plant struggle with a slogan, “Abolish all nuclear power plants” should be placed as an important pillar of the anti-war, anti-nuke struggle.
Join us in Sanrizuka
The struggle in Sanrizuka has entered in a decisive phase by the Chiba District Court’s reactionary ruling on March 24 over the cultivation right of Mr. Takao Shito that ordered forced confiscation of the farmland and the execution of inauguration ceremony for the fortification of airport function on May 25.
The outrageous plan, the Second Project of the Airport Opening, which schemes enlargement of the runway B to 3,500 meters, construction of the third runway and strengthening of the maintenance equipment of facilities for passenger service, aims at doubling both of the site area and the number of arrival and departure of the airplanes. It is intended to transform the Narita Airport into a key terminal of logistics of the war on China in unity with the plan of construction of the “specified airports and harbors” for military purpose, including enlargement of runways and strengthening its functions.
It is to be noted that the planned provisional enforcement declaration decided by the court was crushed by the historically strongest protest action of Sanrizuka Farmers League and Zengakuren in May, 2023 and ensuing resolute struggle to prevent forced confiscation of farmland. Sanrizuka struggle will inevitably and fully develop into a huge movement mobilizing a broad anger of the whole area of Hokuso-daichi, already expressed by the strong protest action of the inhabitants against the attempt of strengthening the functions of the airport facilities at their sacrifice.
Let’s achieve further development of Sanrizuka struggle, organizing broader masses for the victory in the appeals court on the right of cultivation, with growing anger against the unjust ruling of the Chiba District Court on the case of Danketsu-kaido.

(2) Pack the Tokyo High Court on September 19 for the victory of the National Railway struggle and organize a huge mobilization to November 2 Rally
Let’s organize for November 2 Rally under the four slogans presented by president Seki of Doro Chiba.
November 2 Rally movement is the only rallying, capable to present a perspective to “stop war and change the society” by the struggle of working class people. This struggle has been strenuously fought through outright confrontation against the general assault on labor unions, developed since the Division and Privatization of National Railways in 1987, dissolution of Sohyo, the then Trade Union National Center, in 1989, replaced by Rengo (Japanese Trade Union Confederation) and our continuous efforts to reconstruct Japanese labor movement and to create class struggle labor movement. It has been carried out to oppose the reactionary political line of Rengo, transformation of labor movement into “Patriotic Industrial Association,” and to demonstrate, led by Doro-Chiba, how labor union should firmly keep opposition against war. Through these activities, the bond of international solidarity has been forged with fighting labor movement abroad with Korean Confederation of Trade Unions (KCTU) at the head for over two decades. Thus, a large numbers of youth, students and women, who have been suppressed in every field of their human lives by neo-liberal assault, find a star of hope. The efforts to develop the power of November Rally Movement paves a steady way for the overthrowing Japanese imperialism, proletarian revolution.
The steady base of the November Rally is the successful achievement of national railway struggle. JR East company has published on May 8 “A New Organization and Work Style for Further Growth of the JR East Group,” which is an all-out attack of re-organization through total dismantlement of the personnel and wage system which had barely continued since the JNR era were also abolished. All field works, remnants of JNR, will be outsourced and workers will be transferred or casualized. The main body of JR will be changed into a holding company with only managerial positions. The conception, such as “basic pay” or “periodic pay raise” are abolished and replaced by “job performance pays”. Further, in order to promote dismantling social security system, “All-generation social security reform,” proposed by Keidanren (Federation of Economic Organizations), is practiced by transforming retirement allowance into 100% defined contribution pension plan. The public sector will be disrupted by privatization, outsourcing and staff reduction. All this development is enforced at the sacrifice of workers and the devastating results of social destruction, going on in the regional society, education, healthcare and welfare, are disregarded. All the burdens are put on workers in the workplaces. Japan Post, for example, was forced to revoke its general cargo license because of the recent revelations of the company’s widespread failures in conducting mandatory alcohol and health checks for its truck drivers. It is an inevitable catastrophic result of the rationalization and destruction of work safety, caused by the privatization of post service. Militant labor movement is seriously expected to appear on the battlefield to fight against all-out offensive on workers in workplaces.
The key of revival of class struggle labor movement is in the hands of each activist, who faces the task of anti-war struggle, begins fighting in workplace to create a new current and organize workers uprising. Mobilization of huge movement against war on China from workplaces is the essential duty. To achieve this, we are required to start political exposure of the ongoing move toward the war on China and create party cells, activists and caucuses in workplaces. Let us organize numerous activists’ caucuses of National Coordinating Center of Labor Unions all over Japan.
Let us gather from across the country to the appeals court on the withdrawal of firing of 1,047 national railway workers on September 19, together with organizing signature campaign to appeal to the High court to prevent the move to summary closure of the court.
(3) Fight together with Asian people and foreign residents in Japan with consciousness of our blood debt to Asian people
We are now faced with a serious task of making a decisive leap of Japanese class struggle and revolutionary communist movement to fight back intensified attack of discrimination and xenophobia in war-time. It is just a strategic problem to organize the struggle against imperialist offensive of national oppression, elimination, discrimination and xenophobia in order to organize massive anti-war struggle to turn war into a civil war and overthrow imperialism.
The August 15 Rally held on 80th anniversary of the end of World War II, and anti-war demonstration, planned on September 1, 102 years’ Memorial Day of East-Japan Great Earthquake, accompanied by massacre of Korean and Chinese residents in Japan in the midst of catastrophe, have a grave significance for us now.
Let us carry through the struggle with the historical memory of Japanese imperialist invasion and massacre of Chinese, Korean and other Asian people deep in our mind and with effort of approaching to and learning from the actual situation and struggle of foreign people residing and staying in Japan.
In the recent Upper House election, the Ishiba administration has made a “No illegal foreigner” campaign and set up “headquarters of foreigner policy,” while actually, foreign workers are exploited as cheap labor under the “Specified Skilled Worker Program” based on “Technical Intern Training Program” and on the other hand, refugees are violently denied of their application and confined in immigration detention centers, ending in forced deportation.
Crush the worst immigration control system of Japanese imperialism!
As is emphasized in the first chapter, promotion of revolutionary women liberation struggle is the most urgent task of the revolutionary party as well as revolutionary movement. While discrimination against women has been intensified under imperialist bourgeois ideology, which is daily produced and prevailing on the historical basis since the establishment of the private property system, it is a crucial task to carry out daily and conscious struggle against this situation for the very existence and emancipation of working class. For this purpose, creation of movement and organization, in which women stand on the forefront is indispensable as an axis to develop class struggle in a large scale for proletarian revolution.
Let us strengthen the activities of organizing study groups of women liberation and develop the results achieved by the struggle on March 8 International Women’s Day and anti-war action on July 9 in Shinjuku.
Succeeding the will of Mr. Kazuo Ishikawa, who passed away on March 11 after long-time devotion to the life of unyielding and uncompromising struggle against the state power, we must achieve a victory of the 4th retrial struggle, accusing Sayama discriminative lawsuit. Flare up indignation against the crime committed by the state power, which framed up the case of making him criminal only because he is a buraku-min (member of discriminated community, buraku)! Fight Sayama struggle as a class battle of Buraku liberation and overthrowing Japanese imperialism!
The struggle for the liberation of disabled people has an important significance for the human liberation against intensified imperialist war-time attack of discrimination and liquidation of those people.
Thereby it is necessary to approach to the actual struggle of the disabled people inside the movement for their liberation and overthrowing of Japanese imperialism.
Let us win the appellate court struggle of comrade Masaaki Osaka and gain innocent ruling to take him back to us. The state power imposed a heavy sentence of 20 years’ imprisonment based on a false four decades old statement of other arrestee without physical evidence whatsoever. With burning anger against the state power, let us organize a huge movement to take him back with expanding petition campaign. Surround the court by angry demonstrators gathering around Hoshino-Osaka Defense Committee, set up in May, and overturn the reactionary ruling. The driving force to get Osaka back to us is the eruption of the struggle against war on China and Anpo-Okinawa struggle.

For the General Assembly of Zengakuren in September
Concentrated crack-down of the state power on activists of Zengakuren in the first half of 2025 is evidence of its mounting fear of the recent explosive development of Zengakuren movement. The actual class struggle is focused upon this point. It has been demonstrated that enlargement of the fighting ranks of Zengakuren in twice or thrice scale under the slogan of “turn aggressive war into a civil war” has the potential power to bring forth an enormous eruption of Japanese class struggle for civil war-like development. It is a task of our party to get contact with students and organize them. Let us create a tumultuous development of student movement on September 11-12!
War drive for aggression on China has been intensified and Japanese political situation is in the midst of chaotic agitation after the Upper House election. In face of this situation a huge amount of people is raising their angry voices for the fundamental change of the society. Construction of a party of working class in full content is an urgent task. Now is the time to make a great advance of the struggle for revolutionary party construction!

Establish a Strong Revolutionary Party under the Slogan, “Turn Aggressive War into a Civil War, in Solidarity with Chinese/Asian Peoples”!
In the midst of the escalation of war situation against China, a world war, and the crisis of political rule of Japanese Imperialism after the result of the Upper House Election on July, an all-out political flux, and the wide-spread anger and ardent desire for change of huge amount of people, the throughgoing construction of a revolutionary party has become ever more urgent. Let’s achieve a decisive leap of our party construction!
(I)
We must be clear that a basic premise of the party which we are aiming at is a political rallying body of communists, and is “an organization of revolutionaries” which strives to establish a communist society by achieving proletarian revolution, proletarian dictatorship, for the emancipation of all the people from all kind of exploitation and oppression of class society. This party can be constructed only through severe ordeal with the irreconcilable frontal clash of class struggle against imperialist state power, ruling class. It is evident that there is no “struggle for a party” without “struggle as a party”.
On this recognition, it is necessary to make it clear that pushing forward with “struggle as the party” cannot automatically achieve construction of the party, and that “struggle for the party” must be aimed at consciously as an independent task. Joining the party requires a resolute leap as a revolutionary subject by waging a decisive change of ideology and way of life. Mere participation in struggles is not enough. Because of that, the construction of the party needs activities of building of a network of organ paper readers and organizing of study groups of Marxism as well as high-spirited and enthusiastic organizing activities to call for joining us in the actual struggle. These strives should be carried through in all our lives, in day-to- day activity.
On the other side, as Lenin emphasized in What is to be done, only the construction of the party as an “organization of revolutionaries” is able to provide the indispensable political substances, planning and continuity of workers’ movement. On that account, “The active and widespread participation of masses will not suffer; on the contrary, it will benefit.” Labor unions and other bodies “will not diminish, but rather increase the extent and enhance the quality of the activity.” (What is to be done, chapter 4) (So, innumerable political leaders, revolutionaries can be created from among widespread masses). The full development of Movement of November Workers’ Rally and the Grand March Movement is inseparable from construction of the party as an “organization of revolutionaries”.

By the way, “struggle for the party,” construction of the party, doesn’t mean only to increase party members. From the beginning, the party, for developing itself as a vital organization, must establish and strengthen as political gathering of communists, struggling against state power and counterrevolution constantly on a daily basis, creating communist consciousness through struggle and learning. If you undermine the self-building as a communist, you cannot maintain and construct the party. So, especially the deliberate engagement in theoretical discussion is vital. Further we must systematically train cadre through struggle and learning, enhance centralization of discipline and constantly advance quality of leadership.
With regard to the centralized discipline of the party, firstly the party’s fundamental organizations are the central committee and cells. District committees and industrial committees are none other than “intermediate leadership organizations,” which have a role of “concentration to leadership of single party for the organizations”( late Secretary General of JRCL Nobuyoshi Honda, 1973, “For the steady and comprehensive development of the revolutionary struggle and the cause of the revolutionary party,” Honda Works, Vol.2). Consequently, we can construct our party, as “not for an aggregate of different tendencies, but persistently for one united body”(id.). In the first report of the 34 GA of the National Committee of JRCL, quoting from the same article, it has been recognized that the central committee and cells are one united body, and the relation between leadership and other party members is strict. It is the Bolshevik consistent principle of JRCL, and so hostile thinking and maneuvers which are contrary to our rules, are unexceptionally Menshevik destructive activities.

For promoting the systematic construction of the party, as a weapon for all out political exposure, Zenshin, organ paper of JRCL, is the most important. With weekly Zenshin on the very basis of discussion in cells’ meeting, let us daily educate ourselves with it! Let us make use of it as weapon of propaganda and agitation! We should place the activity for wider network of Zenshin readers as the core task of every cell.
Zenshin-Sha paperback, published in June, Explanation of the text of “What Is To Be Done,” is a book which every member must read for learning Leninist theory of revolution and organization.
Lenin emphasized five points through all of five chapters in his book: (i) decisive importance of theoretical struggle, (ii) relation of the Spontaneity of the masses and the consciousness of the revolutionary party, (iii) contents and subjects of communist politics distinction between the organization of revolutionaries and organization of workers (v) significance of national political newspaper. Explanation of the text is a suitable guidebook, explaining all contents in simple word, for vivid restoration in our struggle. Let’s make good use of this book, and push forward with construction of Leninist party!
Let’s fight back the crackdown by the state power in wartime, crush suppression on the struggle of the arrested comrades who maintain complete silence and refuse conversion. Free all imprisoned comrades immediately! Let’s further change our organization into youth’s, students’ and women’s party! Concentrate all the party’s energy for the success of National Rally on October 5 and National Workers’ All-out Rally on November 2!
