Preface
The year 2026 will be a year of full-scale confrontation against the aggressive war against China by US-Japanese Imperialism, a world war. It will mark a year of historic choice, demanding action from all the people: “World War or World Revolution?” The Japan Revolutionary Communist League (JRCL) earnestly calls on all working people to rise up together to stop US-Japanese Imperialism’s war against China.
US imperialist Donald Trump who declared his intent to carry out a war of aggression against China, a world war, in his National Security Strategy (NSS), has now launched a war of aggression against Venezuela. On December 22 last year, Trump announced plans to build US Navy guided-missile warships, to be called the “Trump-class battleships” and revealed the “Golden Fleet” initiative. He authorized the largest transfer ever of advanced weapons to Taiwan. Japanese imperialist Sanae Takaichi, the Prime Minister, refuses to retract her statement, “a Taiwan contingency could constitute a survival-threatening situation,” “thus further escalating the confrontation with Chinese Stalinism. Tensions between the Japan Self Defense Forces and the Chinese military could easily escalate in a combat situation.
On the other hand, the US-Japanese imperialist aggression against China is accelerating the revolutionary situation to overthrow imperialism. The US class struggle is generating clashes reminiscent of a civil war. In Japan, the anger of the working class over rising prices and hardships is reaching a boiling point. Worldwide, people are fed up with war, exploitation, oppression, poverty, and political corruption. This situation will surely open up the opportunity of a proletarian world revolution to overthrow imperialist domination centered on US Imperialism.
The year 2026 will be the decisive battle to stop the US-Japanese imperialist war of aggression against China. We must develop the anti-war movement and overthrow the war arsonist, Japanese Imperialism, Takaichi government, with the slogan “in solidarity with the fighting Chinese and Asian peoples, turn Japanese imperialist aggression into a civil war!”
Last year, the JRCL placed the revolutionary women’s liberation struggle at the core of the movement. Female comrades exposed and rose up against sexual violence within our organization and its cover-up. We have established a new leadership collective, paving the way for our transformation and leap forward into a victorious revolutionary party. Let us make 2026 the year of launching our massive advance toward an Anti-Imperialist Anti-Stalinist World Revolution!
I The Revolutionary Women’s Liberation Struggle and the Party Transformation
The Achievement of the November 2 Rally and the 36th General Assembly of JRCL National Committee
1. With the Power of the 35th GA of JRCL-NC, we clashed with the Trump-Takaichi Counterrevolution
In 2025, at the historic turning point marked by the inauguration of the second Trump administration and the emergence of the Takaichi administration, the JRCL steadfastly upheld its call, “solidarity and civil war,” fiercely rising up to the October 5 Shibuya demonstration ,the “November 2 National Workers’ All-out Rally / 10,000 Grand March to Stop Constitutional Revision and War. The League fought through the September 35th GA, which crushed down and expelled the Ishida faction. We clashed with burning intensity against the xenophobia, nationalistic policies, and homeland defense ideology of the Takaichi administration, shattering the total capitulation of all established political forces reminiscent of the collapse of the Second International. Through the Party’s fundamental transformation, we can now declare that we have finally launched the strategic general line’s united, whole-Party practice: “solidarity and civil war.”
Anti-war and women’s liberation movements are one and the same.
The October 5 demonstration in Shibuya, which demanded the immediate overthrow of Takaichi following her election as LDP president, marked a turning point in the revolutionary endeavor for women’s liberation and anti-war struggle. Women comrades at the forefront of the revolutionary women’s liberation struggle, along with the white helmet contingent of youth, workers, and students, swept powerfully through Shibuya, down town Tokyo. Furthermore, we relentlessly fought in the September 28 Yokosuka struggle to crush the United States Fleet Activities Yokosuka, which serves as a launchpad for aggression against China and nuclear warfare. We also protested the integrated exercises of JSDF nationwide in Okinawa, Sasebo, Yokota, and elsewhere. Additionally, we waged the October 27 Shinjuku demonstration, which demanded to stop Trump’s visit to Japan and to strike the Japan-US summit talks.
We have achieved a major victory in the September 19 appellate court for the reinstatement of 1,047 dismissed Japan National Railway (JNR) workers; demonstration surrounding the Tokyo High Court and a massive gathering of court observers prevented a hasty conclusion of the procedure on the same day.
We apologize to the Sanrizuka-Shibayama United Airport Opposition League and to all our friends who have fought alongside us for our insufficient actions in these days, we regret allowing Ishida’s counterrevolutionary, interventionist maneuvers to occur during this process. These maneuvers forced the Opposition League to make the “painful decision” to cancel the October 12 National All-out Rally. Bearing this responsibility, we swear to fight to the end to secure victory in the Sanrizuka Struggle as Japan plunges into a war of aggression against China.
The November 2 rally was the culmination of fierce battles and struggles, with 2,150 people from across the country gathering at Tokyo’s Shiba Park. Amid the instigation of hostility towards China, the drive for military expansion, Chauvinism and patriotism, this victory is significant. It is the Japan’s largest workers’ assembly, promoting the struggle against the war of aggression against China and a class-struggle labor movement. We also confronted Takaichi’s statement, “a Taiwan contingency could constitute a survival-threatening situation,” and launched a full-scale mobilization for struggles across the country and the fight to smash the December war-mongering Diet session.
2. Overthrow the fundamental ideology of the 7th Congress and build a party that carries through “Solidarity and struggle for civil war.”
The 36th GA in December 2025 summarized the three months of fierce struggle since the 35th GA as the “Advance Toward Revolution,” declared the complete overthrow of the Ishida counterrevolution, and thoroughly reviewed the year-long transformation of the party since the November 25, 2025 uprising in Kansai.
Firstly, the 36th GA has clarified that the discussion centered on General Secretary Akizuki’s self-criticism, the opinion raised by Comrade IS, and the self-directed transformation of the entire party has established the revolutionary women’s liberation struggle within the JRCL. This struggle has succeeded in transforming JRCL into a party that truly puts the slogan, “In Solidarity with fighting Chinese, Asian people, turn aggressive war into a civil war” (abbreviated to “solidarity and civil war”), into practice.
The Party leadership’s failure, as evidenced by General Secretary Akizuki’s self-criticism, stemmed from the collapse of the political line of 7th Congress. This line was characterized by ignorance and misunderstanding of the problem of discrimination against women, and hostility toward the struggle against it, rejection of the July 7 political line (7-7 line) and the “thought of blood debts,” and opportunism detached from the struggle to overthrow imperialism. General Secretary Akizuki was compelled to self-criticize due to the unwavering efforts of Comrade IS, who advocated women’s liberation for 34 years, severely demanding the National Committee and the JRCL itself sincere self-criticism and fundamental transformation. The Political Bureau and the National Committee have recognized as the JRCL’s self-criticism the fact that it has concealed sexual violence and discrimination against women within the party and suppressed the accusations of many female comrades—and reaffirmed its resolve to rise up in the revolutionary struggle for women’s liberation.
Meanwhile, Ishida has never been engaged in the process of General Secretary Akizuki’s self-criticism as one of the Politburo members. Instead, he sought to dominate the Central Student Organizing Bureau with his petty-bourgeois “women’s liberation theory” to advance his control within the party. However, when confronted with accusations of his own sexual assaults, he has revealed the true nature of imperialist family ideology, formed a student leadership faction, and has been degenerated into a counterrevolutionary who has attempted the destruction of JRCL.
Party Regeneration via the 7-7 Line
Secondly, the 36th GA has clarified that the core of party transformation lies not in purging mere “residual elements from the 7th Congress line,” but rather, in breaking off with its “fundamental ideology.” This is synonymous with the struggle to fully restore Marxist and Leninist revolutionary theory within a proletarian revolutionary party. The demolition of the 7-7 Line under the 7th Congress Line—which aimed to dismantle the thought of blood debts—was a betrayal of the communist principle of workers’ self-emancipation and a deviation from the theory of world revolution upheld by Marx and Lenin.
The theory of “discrimination = division, so, re-unite!”, in particular, viewed everything simply through the lens of the relation between capital and wage labor. This ideology insists that “unity leads to victory” against capital’s divisions, it absolved the perpetrators and, on the contrary suppressed those who accused the perpetrators under the banner of “unity.” To break off consciously with the fundamental ideology of the 7th Congress is essential. The proletariat is an entity that achieves the liberation of all humanity by abolishing relationships of exploitation, oppression, and subjugation through its own liberation. Only then does it win its own liberation.
Thirdly, the 36th GA has clarified that the struggle of fundamental self-criticism and transformation of the JRCL—which fueled the fierce determination of the revolutionary women’s liberation movement—was essential in face of the plunging into a historical stage of unprecedented world war and revolutionary situation.
The only path of working class to uphold its class character against imperialist aggressive war is to facilitate the defeat of its own imperialism with the slogan of “solidarity and civil war.” Implementing this slogan, we should accomplish a fundamental transformation of the party, especially a radical overhaul of the Central Committee. The JRCL stakes its entire existence on fully implementing Lenin’s theory of world revolution, which upholds the core tenet of Marxism: “The emancipation of the working classes must be conquered by the working classes themselves.”
3. Doro-Chiba’s Historic Decision to Hold the November Rally Independently
At the June 15 National Railway Rally, the President of Doro-Chiba, Michitoshi Seki, declared: “We stand in solidarity with the women who bravely brought forward this accusation and with the comrades nationwide who support them and have begun their own struggles.” Taking responsibility for the entire class struggle, and leading the wartime class situation, Doro-Chiba decided to hold the November rally independently. The JRCL must respectfully acknowledge this decision by the Doro-Chiba leadership and members, and will make it our own.
This decision was made possible by three factors: First is the accumulated struggles, risking their livelihood, to fight against the massive counterrevolution of the Division and Privatization of Japan National Railways (JNR). They have preserved their unity and continued to fight under the JR system. Second is the advancement and accumulation of international solidarity. Third is the union’s resilient political line and the consciousness of its leadership.
Revive the workers’ struggle!
At the November 2 Workers’ Rally, we must fully implement the four slogans outlined in President Seki’s keynote report and overthrow the Rengo (Japanese Trade Union Confederation) under the leadership of the Yoshino administration and develop a class struggle labor movement to stop the war of aggression against China.
Marx stated: “Trade unions. . . . must now learn to act deliberately as the organising centres of the working class in the broad interest of its complete emancipation.. . . They must convince the world at large that their efforts, far from being narrow and selfish, aim at the emancipation of the downtrodden millions.” (Trades’ Unions. Their Past, Present, and Future, 1866). This quote powerfully emphasizes the potential of trade unions.
The National Coordinating Center of Labor Unions, which has fought continually alongside Doro-Chiba, opens up the possibility of labor unions fighting for the self-emancipation of workers and all of humanity. Today’s labor movement is retreating not only because of the intensity of attacks by capital and the state but also because union leadership itself has capitulated and changed course. The November Rally Movement’s greatest potential lies in resisting this defeat and continuing to organize under the themes of transforming Japan’s labor movement and building a class-struggle labor movement.
The accumulated experiences of the struggles of Doro-Chiba are the accumulated struggles of the National Coordinating Center of Labor Unions. Returning to such basics, let us organize a great battalion rising up in “solidarity and turning war into a civil war.”
4. Fighting the Revolutionary Struggle for Women’s Liberation: Women, Youth, and Students at the Forefront
The revolutionary struggle for women’s liberation has the power to transform every party member, and to rebirth them as Marxists and revolutionaries. In the Kansai (larger Osaka area) Regional Committee, the Survivors’ Caucus was formed to denounce the perpetrator of sexual assaults. They united and took the lead in the struggle against the Ishida faction, issuing their “appeal of the insurgents” and others. They have successfully organized the October 11 Women’s Anti-War Rally and the November 22 Women’s Liberation Lecture Conference. They are now leading the anti-war struggle and organizational transformation. They have been expanding the revolutionary women’s liberation struggle into a widespread mass movement. Let us spread the revolutionary women’s liberation struggle throughout all organizations and movements. The Central Women’s Liberation Organization Bureau’s reconstruction is the formation of a determined group of women revolutionaries and a leadership collective.
From the podium of the November 2 Rally, the students from All-Japan Student Federation of Students’ Self-Governing Association (Zengakuren) and student front echoed the voices of 3 million students nationwide and made a decisive step forward. The “leadership” of the Ishida faction and its abnormal meritocracy have nothing to do with the theory of JRCL’s student movement. By rebuilding the Central Student Organizing Bureau, we have advanced the struggle to establish branches of Marxist Student League (MSL), Chukaku-ha, at major universities. Our district party organizations coordinated their effort with the students to organize MSL’s branches in campuses around the country.
We have waged a revolutionary struggle for women’s liberation, achieving a significant transformation within the Marxist Youth Workers’ League. Young workers and students have stood united at the forefront to overthrow Trump and Takaichi. Against this backdrop, a new generation of leaders have secured the success of the 22nd Congress. Advances in building the Marxist Student League and the Marxist Youth Workers’ League are driving party transformation.
II The War of Aggression against China for Survival of US Imperialism, and the Reactionary Drive of Takaichi Administration of Japanese Imperialism
The National Security Strategy (NSS) released on December 5 last year, the first major strategic document of the second Trump administration, has revealed the very strategy of US imperialism’s aggressive war against China, a world war, which has long been articulated by JRCL. The anti-war struggle to prevent the war of aggression against China can only be carried out through strategy of Anti-Imperialist, Anti-Stalinist World Revolution that confronts head-on US imperialism’s national strategy, global strategy—the war against China—on which the very survival of US imperialism depends. This has become crystal clear.
Every imperialist country, including Japan, is being forced to respond to this NSS and is desperately seeking to get into the aggressive war against China, a world war, in order to prolong its life as an imperialist power. Japan, in particular, located in the midst of the theater of such war on the very front line of the “First Island Chain,” is at the forefront of global imperialist militarization led by Takaichi and the Defense Minister Shinjiro Koizumi.
What is the quintessence of the situation we are facing now? It is that the explosion of the fundamental contradictions of imperialism, which has reached a dead end, has begun as the war of aggression by US imperialism, US-Japanese imperialism, and all imperialist countries against Chinese Stalinism, i.e., a world war. And in response to this imperialist aggressive war against China, a world war, Chinese Stalinism is not calling for a revolution to overthrow imperialism, but is instead resorting to increasingly anti-people military confrontation, and thus is spurring the US imperialist aggressive war against China, a world war. What the working class should do in face of imperialist aggressive war against Chinese Stalinism, a world war, is Anti-Imperialist Anti-Stalinist World Revolution.
1. The NSS Reveals the Strategy for Aggression of China, a World War
(i) What is the underlying theme running throughout the entire NSS? It is the tremendous sense of crisis felt by the US ruling class that if they do not crush Chinese Stalinism now, US imperialism will perish and its determination to defend America, a world empire on the brink of an abyss. The NSS thoroughly acknowledges the reality of US imperialism, which has declined, decayed, and hollowed out, and is on the brink of civil war and can no longer sustain the world it has dominated. However, the NSS is permeated with a strong determination to use all of the military, technological, and economic capacity that the US still possesses to completely rebuild itself as an imperialist power and never hand over its position as world dominant power to anyone. It also declares that an aggressive war against China, a world war, must be waged now “to ensure that America remains the world’s strongest, richest, most powerful, and most successful country for decades to come.”
The pundits have commented that NSS refers Taiwan “mundanely,” ”indifferently” and it “mention merely about maintaining the status quo.” This is completely wrong. The NSS states that the United States “deny any attempt to seize Taiwan” and to that end, it takes a decisive, war fighting approach, asserting that it will mobilize primarily the power of the Japanese imperialism along the “First Island Chain” to form an overwhelming military force. But who, and from whom, will “seize” Taiwan? It says that China will not be allowed to seize Taiwan from US imperialism.
While openly confronting China with such standpoint and tightening the screws on China in every way—economically, militarily, and technologically—and further increasing the military superiority of US imperialism, Trump coldly proclaims that he wants to get along with China and plans to visit China in April, buying time until favorable conditions are created for “a crushing victory” in an aggressive war against China, a world war. Meanwhile, he is demanding that Japan assume “primary responsibility” in its region, in a war against the Chinese military along the “First Island Chain,” and Takaichi is responding with all her might by escalating political and military tensions and conflict with China. This is the process currently underway.
In any case, the US imperialists have clearly stated in the NSS that they will never hand over Taiwan, which China continues to insist, is its “very core of its core interests,” and are openly laying out concrete plans for strengthening their military capabilities and even war. This is on a level that goes beyond Takaishi’s statement, “Taiwan contingency would constitute a ‘survival-threatening situation.’ “ However, while Chinese Stalinism fiercely opposes Takaichi, it is unable to raise any cry of protest against US imperialism. This clearly shows the balance of power between US imperialism and Chinese Stalinism.
Discourses such as “Trump does not value Taiwan” or “he has no intention of going to war with China” ignore the depth of the crisis facing US imperialism. If we look squarely at the relationship between US imperialism and Chinese Stalinism, and the impasse and systemic crisis facing Stalinism itself, it is clear that the US imperialists’ aggressive war against China has already decisively begun as grabbing of Taiwan, and they have passed the point of no return.
On December 23, the US Department of Defense (Department of War) has released its 2025 annual report on China’s military power. It analyzes that the Chinese military “continues to make steady progress toward its 2027 goals, whereby the PLA must be able to achieve strategic decisive victory’ over Taiwan.” US imperialism is clearly preparing for “2027.”
(ii) The NSS’s introductory chapter begins with a section titled “How American ´Strategy’ Went Astray,” summarizing why America, which was supposed to have become the world’s hegemon after the collapse of USSR Stalinism, has reached the present crisis of great decline. It argues that the misguided policies of the “elites” predating Trump over the past three decades have allowed the United States to be exploited by other countries, being drained and robbed them of its power. It goes on to state that the “mistaken American assumption” was that opening US markets to China, encouraging American business to invest in China, and outsourcing our manufacturing to China, we would facilitate China’s entry into the so-called ‘rules-based international order.’– so called engagement policy. With USSR Stalinism having collapsed, the “elites” of the US imperialist ruling class bet that by incorporating China (while militarily surrounding it) into imperialist globalism and “free trade,” China’s Stalinist regime would also collapse. However, this did not happen.
China has grown rich and powerful under the continuing Stalinist regime, threatening America, while America itself has become hollowed out and fallen down! The NSS praises President Trump for “single-handedly reversed” the previous “assumption about China” that led to this outcome. It also insists that the US must absolutely defeat China and take back everything America has lost, wage an aggressive war against China, a world war, do everything necessary to achieve this, and thoroughly mobilize Japanese and European imperialism for the domination and interests of American imperialism—all of this will be put into action. This is the NSS’s core message.
(ii) The NSS describes the United States as a victim of tremendous external attack. “We want to protect this country, its people, its territory, its economy, and its way of life from military attack and hostile foreign influence, whether espionage, predatory trade practices, drug and human trafficking, destructive propaganda and influence operations, cultural subversion, or any other threat to our nation. . . . No adversary or danger should be able to hold America at risk.” To that end, it states, “We want to recruit, train, equip, and field the world’s most powerful, lethal, and technologically advanced military” and “We want the world’s most robust, credible, and modern nuclear deterrent, plus next-generation missile defenses—including a Golden Dome for the American homeland.”
Which country is “the adversary” mentioned here? Which country is bringing or attempting to bring all of the “military attacks,” “influence operations,” “sabotage,” “threats,” and “dangers” to the United States? And what “adversary” should the US confront and crush with the world’s most powerful military, nuclear deterrent, and “Golden Dome” that even envisions nuclear war? It is clearly no other country than Chinese Stalinism.
In order to defeat China, US imperialism is concentrating its economy, technology, and national power on an aggressive war against China, a world war. “Our economy is also the bedrock of our global position and the necessary foundation of our military. We want the world’s most robust industrial base. American national power depends on a strong industrial sector capable of meeting both peacetime and wartime production demands. That requires not only direct defense industrial production capacity but also defense-related production capacity. Cultivating American industrial strength must become the highest priority of national economic policy.” November last year, the Secretary of War Hegseth has called for the US military industry to pivot “to a wartime footing.”
(4) This US aggressive war against China, a world war, means also a fierce inter-imperialist rivalry against European and Japanese imperialism. The NSS’s statement, “The days of the United States propping up the entire world order like Atlas are over.” does not mean that the US will give up on world domination and retreat. Rather, it emphasizes that while maintaining its overwhelming military power (defense spending for fiscal year 2014 was $901 billion, or approximately 140 trillion yen, nearly four times that of China), as demonstrated by the bombing of Iran, the US will also urge other imperialist and allied nations to massively expand their military forces and thoroughly mobilize them to maintain its world domination. It states this as follows:
“We count among our many allies and partners dozens of wealthy, sophisticated nations that must assume primary responsibility for their regions and contribute far more to our collective defense. . . . asking allies to assume primary responsibility for their regions. . .” The NSS’s message is clear. “wealthy, sophisticated nations,” i.e. Japan, European countries, Australia and Taiwan must assume war fighting responsibility at the forefront of their respective theater. The NSS continues blatant words of rivalry, “We will no longer tolerate, and can no longer afford, free-riding, trade imbalances, predatory economic practices, and other impositions on our nation’s historic goodwill that disadvantage our interests. . . . we expect our allies to spend far more of their national Gross Domestic Product on their own defense, to start to make up for the enormous imbalance.” On top of it, the NSS declared very clearly that not just China, North Korea and Russia but also Germany, Japan and other imperialist countries must not be tolerated to become a dominant power in their region. It then stated clearly. “the United States must not allow any nation to become so dominant as to threaten our national interests,” and that it would never allow not only China, North Korea, and Russia, but also imperialist countries such as Germany and Japan to become “dominant” in Europe and Asia. “The United States cannot allow any nation to become so dominant that it could threaten our interests.”
(v) Under the heading of “The Regions,” the NSS lists the Western Hemisphere as A. However, what is being said here is also directed at China, and a strategy for an aggressive war against China, a world war.
What does the NSS actually say? “We will deny non-Hemispheric competitors the ability to position forces or other threatening capabilities, or to own or control strategically vital assets, in our Hemisphere. . . . Non-Hemispheric competitors have made major inroads into our Hemisphere, . . . is another great American strategic mistake of recent decades.” It goes without saying that the “Non-Hemispheric competitor” emphasized here is China, which has recently expanded its economic and political influence. The US imperialists have declared that they will drive Chinese Stalinism out of the Western Hemisphere and bring the entire region under their complete control and sphere of influence.
This is the “Trump Corollary” to the Monroe Doctrine, a modern-day Trump version of the “Theodore Roosevelt Corollary to the Monroe Doctrine.” US imperialism, which had been gaining strength in the early 20th century, advocated when it expelled the European powers from the Americas and embarked on a full-scale imperialist invasion and sphere of influence. This time, it would expel not the European powers but Chinese Stalinism from the Americas, thoroughly solidifying the entire Western Hemisphere (including Canada and Greenland) as the “US mainland.” It would rebuild US imperialism from its imperialist origins and launch an aggressive war against China, a world war.
Already in August the US started deployment of the world’s most powerful navy including the biggest aircraft carrier strike group in the Caribbean, completely ignoring international law and sinking alleged drug trafficking ships with missiles and bombs. Under Secretary of War Hegseth’s “kill all” order, approximately 100 people have already been killed. The Trump administration has branded Venezuela’s Maduro regime a “narco-terrorist organization,” and on December 16, it ordered a complete blockade of oil tankers entering and leaving Venezuela and seized them. It is preparing for a full-scale military invasion. The media has openly stated that its goal is to get Venezuela’s oil interests, estimated to be worth 260 trillion yen. This is a classic example of imperialist war of aggression, focused on colonization and resource plunder. While waging such a blatant war of aggression, it brazenly tells China, “We will not tolerate the grabbing of Taiwan.”
(vi) The NSS lists “Asia” after the Western Hemisphere, “the US mainland.” It is, however, clear from the entire context of the NSS that this item on Asia = policy of aggressive war against China is the core of the US imperialist military and diplomatic strategy.
The NSS confirms that the Asia, Indo-Pacific region, which is increasingly important in the global economy, “is already and will continue to be among the next century’s key economic and geopolitical battlegrounds.,” and that “To thrive at home, we must successfully compete there.” “Geopolitical” means “military,” and “competition” is another expression of “war.” If the US lose the competition with China, it will be finished as an imperialist state. And the only way to win is to destroy China’s Stalinist regime. The only way to resolve such a “competition” is through war.
The NSS confirms that Taiwan is vital to imperialism in terms of “semiconductor production” and “sea transport routes,” and strongly affirms that the military might of the US and its allies (mainly Japanese imperialism) will absolutely prevent “unification with Taiwan,” which Chinese Stalinism considers to be “the very core of its core interests.” This is tantamount to an ultimatum demanding that China choose between surrendering to US imperialism without a fight or going to war.
The NSS clearly defines the “First Island Chain,” centered on Taiwan, Okinawa, and the entire Japanese archipelago, as the main and decisive battlefield in an aggressive war against China centered on the battle for Taiwan. It also confirms that the primary responsibility for “defending” this First Island Chain lies with Japanese imperialism, as follows: “We will build a military capable of denying aggression anywhere in the First Island Chain. But the American military cannot, and should not have to, do this alone. Our allies must step up and spend—and more importantly do—much more for collective defense.”
“America’s diplomatic efforts should focus on pressing our First Island Chain allies and partners to allow the U.S. military greater access to their ports and other facilities, to spend more on their own defense, and most importantly to invest in capabilities aimed at deterring aggression. This will interlink maritime security issues along the First Island Chain while reinforcing U.S. and allies’ capacity to deny any [China’s] attempt to seize Taiwan or achieve a balance of forces so unfavorable to us as to make defending that island impossible.”
Indeed, Japanese imperialism is the key to the US imperialist aggressive war against China, a world war. The anti-war struggle of the Japanese proletariat and people is a decisive struggle to stop the US imperialist aggressive war against China, a world war.
2. The Crisis of Cornered Chinese Stalinism
(i) Regarding the US imperialist aggressive war against China, it is essential to make clear from the outset that the balance of power between the US and China is not at all that of two great powers competing for world hegemony. Such a view glorifies Stalinism, which has abandoned world revolution and fundamentally surrendered to imperialism, and is in agreement with the “China threat” theory that imperialism has fabricated as an excuse for its military buildup and waging war.
Chinese Stalinism was established on the basis of a victory in a revolutionary war of national liberation in a huge, backward country that was a semi-colony of imperialism (a victory that was cut off from the world revolution and subjected to Stalinist distortions), but it is now surrounded by US imperialism and all of imperialist countries, which possess overwhelming economic and military power, and is constantly under imperialist pressure for regime change.
The US military expenditure is nearly four times that of China, and in addition, the US is demanding that the Japanese increase its military spending to over 20 trillion yen, or 3.5% of its GDP, and then to over 30 trillion yen, or 5% of the GDP, (approaching China’s approximately 37 trillion yen), and Japanese imperialism is moving towards this goal “ahead of schedule.” Takaichi and Defense Minister Koizumi say that “China’s military buildup is dramatically changing the security environment,” but on top of the US’s massive military power , Japan is adding military power on the First Island Chain that would allow it to wage war against China on its own.
Furthermore, the US imperialists are selling to Taiwan powerful weapons such as the Javelin anti-tank missiles and the High Mobility Artillery Rocket System (HIMARS), which has proved their power in the Ukraine war, as well as the Army Tactical Missile System (ATACMS, long-range surface-to-surface missiles) that were not provided to Ukraine because they would “inflict too much damage on Russia,” and the latest suicide drones (on December 17, the decision was made to sell on the market the largest amount of weapons ever, worth 1.7 trillion yen). And the US itself is increasingly devoting all its efforts to build up the “world’s most powerful military” (the “Golden Fleet” concept). It is imperialism that is attacking with overwhelming power, literally launching a war of aggression.
(ii) In the first place, it was imperialism, led by the US, that turned China into the world’s factory and an economic superpower. Now, the US is arbitrarily saying things like “it was a failure,” but it was undoubtedly the US, Japanese, Germany and other European imperialist countries that made massive investments in China, exploited Chinese workers at low wages, and earned and accumulated enormous super profits. What the US and other imperialists are trying to do now is to get rid of the weird entity they themselves created: China, which has become a Stalinist economic superpower, grown up by capitalist-like economy. Now, imperialists are intending to redivide China once again under the imperialist system.
The imperialist era of the 20th century started in full swing with the division and re-division of China, but now in the 21st century imperialism is reaching its terminal phase, it is again trying to prolong its life through war against China, and is heading towards a world war, an apocalypse.
The 1949 Chinese Revolution was won as a victory (a distorted victory) in a revolutionary war of national liberation in a huge, semi-colonial, backward country. But its ultimate victory could only be achieved through the victory of a world proletarian revolution that would overthrow the imperialist world system itself. It was absolutely impossible in principle to build “socialism in one country” especially on the grounds of a semi-colonial, backward country surrounded and oppressed by imperialism (and later, in conflict with the fellow Stalinist Soviet Union). This impossible scheme was attempted by forcing through the Great Leap Forward in Mao’s style (agricultural collectivization, which meant plundering the peasantry and a haphazardly bureaucratic planned economy), and a civil war under the name of the “Cultural Revolution,” that absolutized the regime established by Mao, was launched to override this massive bankruptcy.
After more than two decades of social and economic turmoil and devastation from the Chinese Revolution to the death of Mao Zedong, Chinese Stalinism pinned its hopes on extending its lifespan on the full-scale implementation of a policy of peaceful coexistence with imperialism through collusion between the United States and China (and the restoration of diplomatic relations between Japanese imperialism and Chinese Stalinism), and on the “reform and opening up” policy of introducing imperialist foreign capital and moving to a market economy.
Deng Xiaoping did this, claiming that he learned from Lenin’s New Economic Policy (NEP, or “revival” of the commodity economy), which he adopted as a “breathing space” after the victory of the proletarian power in the civil war, instigated by world imperialist powers. Claiming that “this is what Lenin did,” Deng overturned the Chinese Communist Party’s previous claims of being “anti-imperialist” standpoint and “opposition to revisionism,” and began the acrobatic stunt of “Capitalization under a socialist system.”
There is absolutely no connection between Deng Xiaoping’s “reform and opening” and Lenin’s NEP. Lenin adopted the NEP solely as a “breathing space” following the victory in the civil war and on the way to world revolution. He never called it a “step forward toward socialism,” but rather frankly acknowledged it as inevitable steps back toward capitalism. He encouraged the proletariat by saying that this retreat was necessary to leap forward. However, Chinese Stalinist Deng Xiaoping claimed that the “development of socialism” was an extension of the introduction of the market economy, making him an incredibly brazen Stalinist who fundamentally betrayed world revolution.
Imperialism, led by the US and Japanese imperialists, saw an outlet for its surplus capital and surplus productive forces in the huge potential market (export destination for goods and capital) that Chinese Stalinism had opened up, and rushed in, competing to be the first to do so.
(3) It was clear to Chinese Stalinism that the more it advanced its policy of “shift to capitalistic system” the more the political and ideological influence of imperialism would inevitably permeate, eventually leading to a crisis that would undermine and even destroy the Chinese Communist Party’s rule. Deng Xiaoping, taking the collapse of USSR Stalinism in 1991 as a negative example to learn, combined with waging further shift to “capitalistic” policies with the strengthening of Stalinist political and ideological control. This “success” was achieved amid China’s unprecedented economic growth, thwarting the US imperialists’ plan to overthrow the Chinese Stalinist regime through their engagement policy. Nevertheless, China’s economic growth through “shift to capitalistic system” could not continue forever. China continued to grow thanks to massive economic stimulus measures following the 2008 Depression and the increasing imperialist dependency on China. The Chinese economy, however, began to put under the pressure of the massive excess production capacity and excessive debts caused by the real estate bubble and its collapse. Among imperialist countries, the United States, faced with its own catastrophic decline and China’s rise to great power status, realized the failure of its engagement policy since the 1990s, and shifted course , realizing that it could not tolerate China’s further expansion and development, toward a confrontational line against China. In 2017, Trump came to power and rapidly increased pressure on China both economically and militarily.
Thus, the contradictions of the Stalinist regime, combined with those resulting from China’s rapid “capitalistization” (i.e., its transformation into an economic superpower), have led to a serious economic crisis and a crisis of domestic domination (massive youth unemployment and job difficulties, a rapid decline in population and an aging population while still trapped in a developing economy). China has also been hit by a tremendous external attack by US imperialism, which has launched an aggressive war against China to overthrow the Stalinist regime, cornering the country. What Chinese Stalinism fears most is that the growing public discontent and anger amid this internal and external crisis will explode on a scale far greater than the 1989 June 4 Tiananmen Square incident, leading to a second revolution to overthrow the Stalinist Communist Party of China. Chinese Stalinism had no choice but to overcome this revolutionary crisis by promoting Chinese nationalism and further strengthening Communist Party control. This is where the Xi Jinping regime came into being.
Xi Jinping became General Secretary of the Communist Party and Chairman of the Central Military Commission in 2012-13, and then President and Chairman of the Central Military Commission, seizing power in the Party, state, and military, at a time when China’s economic growth reached its historic limit and US imperialism was decisively shifting to a policy of confrontation with Chinese Stalinism. Then, following the thorough suppression and dismantling of the Hong Kong democracy movement from 2014 to 2019 and the imposition of state of siege during the COVID-19 pandemic, Xi Jinping’s Mao- or Stalin-like dictatorial regime suddenly became stronger.
This is not the strength of Chinese Stalinism, but the flip side of its intensifying historic crisis of collapse. It is the terminal and desperate struggle of Chinese Stalinism, which has reached the historic bankruptcy of Mao Zedong’s “socialism in one country” and the historic bankruptcy of the “shift to capitalistic system” course since Deng Xiaoping, and is now under the enormous pressure of the US imperialist aggressive war against China, a world war.
There is an argument that Chinese Stalinism is engaged in a “protracted war” waiting for Trump’s “self-destruction.” However, the US imperialist strategy of an aggressive war against China, a global war, as outlined in the NSS is a national strategy, and it remains fundamentally unchanged given the inevitable intensification of the US imperialist crisis. The US and Japanese imperialists’ decision to destroy China before it is too late and their step in an aggressive war against China is precipitating. If they believe in the bewildering argument of a “protracted war,” Taiwan would be completely grabbed and consolidated by imperialism. Even though Chinese Stalinism has gained considerable strength in military power and advanced technology, there are definite limits to “socialism in one country,” surrounded heavily by imperialism. With the US and Japanese imperialists increasingly determined to destroy China, they will inevitably dwindle. China would have no choice but to permanently abandon unification with Taiwan. This is an apparent outlook. There is also the question of how long the Xi Jinping regime itself can last amid the pressure of war from US and other imperialist powers and the intensifying domestic crisis. Based on this recognition, US imperialism has actually launched an aggressive war against China, believing that they can crush China at this stage. The Chinese Stalinists are also short on time and are cornered into a situation where they have no choice but to take a gamble that unification with Taiwan might be possible at this stage. Therefore, for both US and other imperialism and Chinese Stalinism, they are bound to face a decisive turning point in one or two years from 1926 to 1927.
3. Japanese Imperialism and Takaichi, the arsonists of the aggressive war against China, a world war
With Takaichi’s response in the Diet in November, “a Taiwan contingency would constitute a survival-threatening situation,” Japanese imperialism emerged as the ones who sparked the US imperialist aggressive war against China, a world war. She was saying that if the Chinese military were to “invade” Taiwan, which China considers its “inalienable territory” and “the core of its core interests,” Japan would declare a “survival-threatening situation” and the Japanese Self-Defense Forces would engage in combat with the Chinese military. Takaichi deliberately ignored the scripted response routinely prepared by the bureaucrats for the PM, “we cannot answer hypothetical questions.” This was by no means a “gaffe.” Takaichi said it knowing how severely China would react.
Takaichi has provoked China, infuriating it, and then, by calling China’s response demanding Takaichi’s retraction an “unforgivable threat,” inflamed xenophobic hostility toward China. Not only that, Defense Minister Koizumi also embarked on a military provocation by inspecting a Self-Defense Force base in the Nansei Islands, just off the coast of Taiwan. Furthermore, ignoring the fact that the SDF and the U.S. military are repeatedly conducting large-scale exercises near Taiwan and mainland China, he made a fuss about an SDF fighter jet approaching a Chinese aircraft carrier during an exercise, claiming that a Chinese carrier-based aircraft locked its radar onto SDF’s F-15 near Okinawa. In response, U.S. B-52 strategic bombers and JASDF stealth fighters conducted formation flight training in the Sea of Japan, escalating the military conflict with China. Amid this situation, LDP Acting Secretary-General Koichi Hagiuda visited Taiwan from December 21 to 23 and met with President Lai Ching-te. Thirty members of the Diet are scheduled to visit Taiwan one after another between the end of the year and the beginning of the new year. This is a deliberate political and military provocation by Japanese imperialism against China.
By doing all of this, they portray Japan as wanting peace, but China is unjustly threatening and coercing Japan, and Japan is responding resolutely to this. Nothing has changed from the way the Japanese Empire fought its aggressive war against China.
With US imperialism now forcing Japan to take “primary responsibility” for “defense of the First Island Chain” in the NSS, Japan is embracing the US strategy of an aggressive war against China in an attempt to transform itself into a massive military power capable of fighting a war against China on its own. As the US embarks on war against China, a world war, and enters an era in which it will use military force to subjugate and overthrow Stalinist China, redivide China, and redivide the world, Japan must abandon its “implausible imperialist” image of being a “peace-loving nation” or a “country that does not wage war.” It cannot survive as an imperialist power unless it actually wages war, shedding blood and winning the battle for prey—markets, resources, and spheres of influence. Japan sees its participation in the US’s invasion of China as a decisive opportunity to instantly transform itself into “true” imperialism like the Japanese empire of the pre-WWII era.
As the NSS states, the US has placed Japan at the forefront of their aggressive war against China, intending to make Japan suffer the greatest sacrifices and shed the greatest blood, and then make the greatest spoils America’s. Therefore, the US has no problem with Japan now “surpassing” the US in its military confrontation with China. The US is not sitting back on the Sino-Japanese conflict. The stage of the war, when the US and Chinese Stalinism come into full military conflict and literally clash on the scale of a world war, is the very last stage of the war, and such a major war cannot be started easily. From the US perspective, it is completely fine for Japan, which is at the forefront of the war against China, to intensify its confrontation with China, increase military spending to the level demanded by the US, and improve its war capabilities.
Japanese imperialism is currently facing the world’s worst budget deficit, a weak yen, rising interest rates, a declining birthrate, an aging population, and pressure from Trump’s tariffs. High prices and low wages are making the lives of their workers increasingly difficult. Given this situation, how can they accelerate the revision of the three security documents, aim to build the military strength demanded by the US in the National Security Strategy, and achieve a defense spending level exceeding the 2% of GDP target of 3.5% or even 5%—an astounding figure of 30 trillion yen, comparable to China’s military spending? The only way to achieve this is to create a “state of war” with China and thoroughly incite xenophobia and national-defensism. And as the Expert Panel on Fundamental Strengthening of Defense Capabilities reported last September, they have no choice but to drag the workers and the people into a war economy and war itself, with claims of “strengthening defense capabilities and creating a virtuous cycle between defense capability reinforcement and economic growth.” This is the same as the Nazi economy of the 1930s and the Japanese Empire’s economy, which escaped the Great Depression through the aggressive war against China and expanded military demand, but it has been proven that this can only lead to the devastating war.
Takaichi’s “survival-threatening situation” remarks triggered the Japanese imperialists’ plunge into an aggressive war against China. Since US imperialism had already launched an aggressive war against China, and as long as the Japan-US alliance was absolutely essential to the US, the Japanese imperialists were prepared to accept that they did not care if the political and military conflict with China intensified to any extent, and so they rushed ahead with the aggressive war against China.
In 2026, the revision of the three security documents will be brought forward, and the situation will further develop in such a way that, under Takaichi’s leadership, Japan will be opening the door to a US aggressive war against China, a global war. Japan’s rapid transformation into a militarized and warmongering state, and its lurch toward war itself, cannot be taken lightly. Germany in the 1930s also quickly transformed into a massive military power after the Nazi’s declaration of rearmament. Japan is said to have fallen to fifth place in GDP by 2025, overtaken by India. Nevertheless, if Japan were to fully mobilize its latent industrial production and technological capabilities for military production, it could indeed form a military force capable of fighting a war against China alone, and in fact already possesses considerable military power. For example, people say that Chinese aircraft carriers are a threat, but the Japanese imperialists are targeting Chinese aircraft carriers and other ships with torpedoes and anti-ship missiles of Taigei-class submarines (six to be commissioned by 2027), which are said to be the quietest in the world and have long-term submergence capabilities comparable to nuclear submarines.
Japanese imperialism is poised to take center stage as the “arsonist of world war” for the first time since the 1930s. While the US imperialists are promoting Japan as such an imperialist power, the Japanese imperialists are willing to jump on the bandwagon and take on the role of arsonist of an aggressive war against China, a world war, in order to survive as an imperialist power and restore the very imperialistic imperialism that existed before the end of World War II. Therefore, defeating the Japanese imperialists and Takaichi would mean preventing an aggressive war against China, a world war, on that the survival of US imperialism depends. Preventing such war would destroy the core of the US imperialist National Security Strategy, a national strategy that hinges on its global domination and the survival of its imperialist state. It would be a huge breakthrough for Anti-Imperialist Anti-Stalinist World Revolution.
The fight to overthrow Japanese imperialist Takaichi administration and prevent their invasion of China is the shortest path to Anti-Imperialist Anti-Stalinist World Revolution. It’s true that Takaichi still enjoys a high approval rating for now. However, the Japanese imperialists’ invasion of China inevitably exposes a huge contradiction. Takaichi is pursuing massive military buildup amid a fiscally bankrupt state, while continuing with “active fiscal policy” and “tax cuts” to combat rising prices and stimulate the economy. This will only further worsen the national finances and weaken the yen, leading to further price hikes due to import inflation for food and energy. The Bank of Japan decided to raise interest rates to 0.75%, the first time in 30 years, in an effort to curb the yen’s depreciation and inflation. However, real interest rates, excluding the inflation rate, remain negative, and the yen’s depreciation continues. Further interest rate hikes would increase government’s debt service cost, accelerating the deterioration of the national finances, dealing a blow to business activities and mortgage repayments, and even causing the stock market bubble to collapse.
As the illusion that Takaichi’s “active fiscal policy” and “tax cuts” would improve the economy fades away, and anger over rising prices and hardship grows, defense spending alone is being increased, even to the point of raising taxes to do so. It is completely unthinkable that the working class will accept this through xenophobic propaganda against China. An irreconcilable, civil war-like clash with the fundamental class resolves and struggle of the Japanese proletariat is inevitable. Anti-war, anti-nuclear struggles in Okinawa, Hiroshima, and Nagasaki, the Sanrizuka struggle, the anger in Fukushima, the struggle of the class-struggle labor movement led by Doro-Chiba will clash with the state power in forefront.
What is most crucial in this situation is the existence of the Japan Revolutionary Communist League, which is the only group that continues to fight under the banner of “stop aggressive war against China!” defeating the total surrender and conversion of all forces, including the Rengo leadership, which has become a complete pawn of Japanese imperialism, and the Stalinist Japanese Communist Party, which agrees with Japanese imperialism in defending the homeland and protecting national interests.
When the JRCL defeats any state oppressions and assaults from counterrevolutionary forces and organize anti-war revolutionary mass movement with proper propaganda and agitation, Takaichi’s aggressive war against China will inevitably be turned into a revolutionary civil war. The Japanese proletariat’s struggle to overthrow Japanese imperialism and Takaichi, its solidarity with the fighting people of China and Asia, and the civil war-like development of the anti-war struggle to stop the aggressive war against China, which is driven by the thought of blood debts of never allowing another Japanese imperial invasion, will surely shake up the Chinese people and realize a historic merger into Anti-Imperialist Anti-Stalinist World Revolution. This has already begun in reality with the walk-in of Chinese people during recent anti-war demonstrations and the November workers’ rally.
III Raising the Banner of Anti-Imperialist Anti-Stalinist World Revolution, Fight the War of Aggression Against China, World War!
As discussed in Chapter II, the war of aggression against China, initiated by US-Japanese imperialism, is a sign that a world war, is about to erupt in the form of a war against Chinese Stalinism, as the result of the fundamental contradiction of imperialism, which is now in deep decline and facing their regime’s existential crises. This war is unfolding, in its substance, as a war of aggression by all imperialist powers led by US and Japanese imperialism to overthrow and seize the Stalinist regime in China and plunder its resources.
However, against this US-led imperialist invasion, Chinese Stalinism does not call upon workers and peoples worldwide, with those of the US and Japan in forefront, to rise up in an international antiwar movement and revolution to overthrow imperialism. Instead, it counters imperialist military power with its own Stalinist military force. Furthermore, opposing imperialist aggression against Taiwan with the “military liberation” of Taiwan, Chinese Stalinism provides them with a golden pretext for such aggression and actively promotes it instead of preventing an imperialist war of aggression. The essence of this Stalinist counterrevolution lies in its distrust of the revolutionary potential of the proletariat in China and worldwide, coupled with its fear that revolutionary proletarian uprising would also overthrow its own rule. Imperialism and Stalinism converge in their shared interest in “crushing the world revolution.” Therefore, the antiwar struggle to prevent the aggressive war of US Imperialism against China, , a world war can only succeed by fighting for the proletarian world revolution that will overthrow imperialism and Stalinism. National liberation struggles, with the Palestinian people at the head, are its essential part.
It is impossible only to oppose current US imperialist war of aggression against China, without calling for a revolution. This war is an explosion of imperialist contradictions, and the only way to stop it is to overthrow imperialism through revolution. We must also overthrow Stalinism, which abandons the world revolution to overthrow imperialism, providing imperialism with a pretext for war through anti-people military confrontation.
Revolution is the only way to carrying through the opposition to war.
We do not seek “peace” under the rule of imperialism. Imperialism inevitably produces wars, both imperialist wars of aggression and wars between imperialist powers. Imperialism of today is based on capitalism. Capitalism is a mode of production based on the exploitation of the working class. It necessarily entails class antagonism and class struggle between the capitalist class and the working class, as well as endless competition among capitalists themselves. Capitalism creates state violence to suppress and repress class struggle. Fierce competition among capitalists breeds monopolies. Competition between these monopolies, merged with the state, becomes conflict between states. This inevitably results in world domination and national oppression by a few imperialist states. It also leads to rivalries between imperialist countries over the division and re-division of the world and ultimately to a world war.
It is impossible to eliminate war while maintaining capitalism-based imperialism, the highest stage of capitalism. To seriously oppose imperialist war and actually eliminate war, we must overthrow imperialism through revolution. We must clearly recognize this fact.
Right-wingers and state authorities ask, “Do you admit violence while appealing for peace?” They are ready to accept any violence without batting an eye for the sake of national interests and the protection of the imperialist bourgeoisie and its state. Their violence includes the indiscriminate massacre of unarmed civilians and children by militaries armed with highly lethal weapons or even with nuclear arms. We support every revolutionary struggle waged by the vast majority of the working class and oppressed peoples against the tiny imperialist bourgeois minority. Imperialist wars of aggression inevitably provoke resistance by oppressed nations, such as the Palestinian uprising. This sparks national liberation struggles and their advanced form, revolutionary wars for national liberation. Communists support this revolutionary war.
Wars of imperialist aggression, wars between imperialist powers, and a world war bring immense calamity upon the proletariat within imperialist countries. These wars heighten the discontent and anger of the proletariat, creating revolutionary conditions. War represents the extreme intensification of imperialist contradictions. Revolution requires the masses to take action against their oppressors. Therefore, although war brings unbearable calamity, it simultaneously presents an opportunity for revolution.
The Basle Manifesto of 1912 stated: “it is their (working classes’) duty . . . with all their powers to utilize the economic and political crisis created by the war to arouse the people and thereby to hasten the downfall of capitalist class rule..” The Russian Revolution in 1917 used this strategy and set a slogan “Turn the imperialist war into a civil war,” which was victoriously carried out during the first world war. This revolution marked the beginning of the world revolution. but it was interrupted and deformed by Stalinism. This allowed imperialism to prolong its existence until today. The result was World War II, the atomic bombs, and countless wars of aggression, continuing till the present-day genocide of the people of Gaza and Palestine. Now, US imperialism and all the imperialist countries are at a brick wall, its fundamental contradiction is exploding as a war of aggression against Chinese Stalinism and plunging into the process of a catastrophic world war. This war must be stopped at all costs in its present initial stage.
War is an imperialist policy
Once one’s government starts a war, opposing war ceases to be taken for granted. Imperialism invariably creates the appearance of “defense against a unilateral, unjust, illegitimate, and illegal invasion by an external enemy,” dragging the working class into an aggressive war under the banners of “unavoidable self-defense.” Modern imperialism crafts Stalinist states into the most convenient “enemies.”
To develop the anti-war struggle against the aggression against China into a mass movement, we must reveal the class nature of this war. In other words, we must expose that it is the imperialist war of aggression through and through, and an extension of politics that serve the anti-labor and anti-people interests of the bourgeoisie.
“War is the continuation of policy. Consequently, we must examine the policy pursued prior to the war, the policy that led to and brought about the war. If it was an imperialist policy, i.e., one designed to safeguard the interests of finance capital and rob and oppress colonies and foreign countries, then the war stemming from that policy is imperialist. Trump administration serves the interests of a tiny group of imperialist capitalists. They impose high prices, low wages, and poverty on working people; persecute and expel immigrants; support Israel’s genocide and extreme inhuman ethnic oppression of Palestinians and Gaza residents; wage an illegal war of aggression against Venezuela. It is a historical continuation of imperialist wars of aggression against national liberation struggles in Korea, Vietnam, the Middle East, Latin America, Africa, and around the world.
How could wars “for freedom,” “for democracy,” or “for national liberation” possibly emerge from the extension of such imperialist politics? How could the war prepared, initiated, and waged by Takaichi—who is firmly allied with the US imperialist Trump, and pursues the same imperialist politics in Japan—be anything other than an imperialist war? Takaichi and Koizumi, the Defense Minister, describe the present situation as if Japan is peacefully keeping away while its surrounding powers are arbitrarily moving to start wars. They say “a fundamental strengthening of defense capabilities is necessary to respond to the drastic changes in the security environment surrounding our country.” Japan is, however, an imperialist country allied with US imperialism. Japan places massive US military bases across Okinawa and mainland Japan and seeks to fully implement the imperialist domination politics stated explicitly in the NSS, using the military power of the JSDF and the US military.
Time to fight through the thought of blood debts
Takaichi is erasing the brutal history of Japanese imperialist aggression in Taiwan and mainland China until 80 years ago. Now she is inciting xenophobia, hostility, and hatred toward China. She is manufacturing public opinion that her recent remark (on the Taiwan contingency) is right and portrays China as tyrannical for demanding that she retract her remarks. She conducts a relentless, daily imperialist, nationalist, and xenophobic ideological assaults aimed at demolishing and corrupting the class consciousness of Japan’s working class. She seeks to turn working people into the spearhead of Japanese imperialist aggression once again.
Now is precisely the time for Japan’s working class to fight by thoroughly embracing the thought of blood debts. Not a single drop of blood of the people of China and Taiwan shed by Japanese imperialists or the JSDF should be tolerated. Swearing by the class consciousness and ethics of the Japanese proletariat, we must stop this at any cost, even if it means shedding our own blood.
We must put the idea of “Solidarity with the fighting people of China and Asia” into practice in this struggle. Only then will the slogan, “Turn Japanese imperialist aggression against China into civil war” become a real movement. When Japan’s and China’s working classes unite to overthrow Stalinism and wage a breakthrough for world revolution, we will stop the US imperialist war of aggression against China and overthrow US imperialism.
We must organize and thoroughly develop the anti-war struggle to stop the war of aggression against China, a world war, as a huge revolutionary mass action, upholding anti-Imperialism-anti-Stalinism. The JRCL has smashed the false fundamental ideology of our 7th Congress and re-established the fundamental line of “solidarity and civil war.” This is the urgent task the JRCL must undertake and accomplish in 2026.
Ⅳ Let’s organize a huge revolutionary mass action of hundreds of thousands of people to turn war against China into a civil war
1. Down with Takaichi administration! Agitate to overthrow imperialism! Organize anti-war struggle!
The year 2026, which has opened up in the midst of violent upheaval, defined as “The war of aggression against China by US and Japanese imperialism has already begun,” is a stage of a decisive battle of historical choice of war or revolution for the working class people. We must validly put in practice the stand point of overthrowing imperialism and waging civil war in the battlefield of class struggle—the only answer to confront imperialist war—and to bring forth its explosion as the expression of anger of working class people. Let’s shout out the slogan, “Stop the US-Japanese imperialist war of aggression against China” and “Down with Takaichi and Trump!” on the streets, in workplaces, neighborhoods and campuses and bring about a large-scale militant eruption of the struggle against war against China. Let’s develop anti-war demonstration from Tokyo, the capital, to nation-wide upsurge, expanding militant troops of tens of thousands of participants, starting at the beginning of the new year to a dynamic spring board to June 14 national struggle as the peak of the struggle in the first half of the year 2026.
What is needed is to make a remarkable progress of agitation—powerful and persuasive agitation to crush imperialist propaganda of inciting statism, chauvinism and “China threat” demagogy and to expose the true nature of imperialism as the root cause of war, poverty, destruction of life and collapse of the society with an aim of awakening angry class consciousness and to organize action.
The definite goal of anti-war struggle to stop the war aggression on China is nothing but overthrowing imperialism (Anti-Imperialist Anti-Stalinist World Revolution). It should be, therefore, carried out as a central political struggle = political anti-war struggle with fierce and profound character, determined by its practice as struggle for power, that is, struggle to conquer political power. Such a struggle with powerful project and perspective is the key of organizing a huge troop of those youth, students and women, who are now on the way of rising up for the fundamental change of the society.
Four years since the start, the war in Ukraine has been aggravated and bogged down as a part of the US scheme of war of aggression on China. US president Trump is promoting to reach an agreement of ceasefire, openly exposing his intention of plundering of territory and resources, including a plan of establishing special economic zone in the east part of Ukraine in order to concentrate the capacity of the state to the assault on China. Japanese imperialism, emphasizing its position as an allied power of US imperialism, is attempting to take part of plundering battle of resources, stepping in military support and export of weapons to Ukraine. Let’s carry out anti-war demonstration in Shinjuku (downtown Tokyo) on February 22 to promote the struggle of overthrowing imperialism.
Japanese imperialism keeps on supporting genocide in Gaza, deeply engaged in massacre and colonial rule of Palestine in the name of “peace keeping” with an aim of participating in the “post-war governing.” The fight to overthrow Japanese as well as US imperialism has a decisive position in the international anti-war struggle. The struggle to crush the war Diet has a pivotal position in anti-war struggle. The Takaichi administration is stepping into a large-scale military buildup and war-time budget beyond limit by appropriating defense budget amounting to 1.1 trillion yen as supplementary budget, front loading of military budget occupying 2% of GDP in the fiscal budget 2025. Extending the budget request of the Defense Ministry in August 2025, a largest ever budget request over 9 million yen will be made based on the Multi-Layered Coastal Defense Enhancement Concept, SHIELD, for activating long-range missiles, drones and next-generation fighter development. The ruling party tax commission is launching income tax increase and demands even “government bonds for defense.” Let’s rise up for a series of parliamentary struggle from the start of the ordinary session in January as a decisive battle to crush military buildup and war budget. Stop passage of the repression and war bills, such as Anti-Espionage Bill, establishment of the National Intelligence Agency , criminalization of national flag desecration for the total conversion of state system in order to carry out aggressive war against China. Stop the revision of the Three Security Documents within the year 2026 and moving toward the abolishing the five categories restriction of arms exports, which means the start of exporting lethal weapons.
The dispute over the constitutional revision in the midst of aggressive war drive against China means a fierce battle. To fight against the constitutional revision in face of the impasse of the state system under the post-war constitution is a showdown, on which depends upon the historical choice: thrust into the aggressive war against China in national unity or revolution to overthrow the ruling system. 2. For a historic explosion of Ampo (US-Japan Security Treaty) / Okinawa struggle and development of anti-military base struggle!
Aggressive war against China by US-Japanese imperialism is possible only through
total transformation of Okinawa into a military stronghold and thrusting it into a battlefield. Now is the time to build a powerful struggle surpassing the Ampo (Japan-US security treaty) and Okinawa struggle around 1970.
Putting US and Japanese military bases into war readiness, their fortification and expansion, intensification of practical training, military use of civil airports, seaports, roads and other facilities nationwide and frequent happening of violent incidents and accidents will inevitably exert on the deep-rooted anger of people in Okinawa. In coming spring, the emperor is going to visit Fukushima. Last year, the emperor visited Okinawa, Hiroshima and Nagasaki on the 80th commemoration of the end of the war. The purpose of this year’s Fukushima visit is apparently to suppress the anger of Fukushima in the 15 years after the nuclear accident and thereby to push the emperor back to the forefront of the regime centered on violent suppression.
Rise up for a struggle to crush emperor’s Fukushima visit in line with March 11 Fukushima Anti-nuclear power plant struggle! Now from the political core of Japanese imperialism, the claim for nuclear possession is erupting together with revision of the Three Non-Nuclear Principles and drive for nuclear sharing. Start a counter-offensive with mass outburst of anti-war and anti-nuclear struggle, based on anger of atomic bomb survivors, with Hiroshima and Nagasaki as its stronghold.
3. Promote powerfully class struggle labor movement in wartime
Build up class struggle labor movement to confront and crush militarization of economy (“growth strategy,” centered on economic security and defense industries), a large-scale reactionary labor law reform, dismantling labor unions, easing of work hour regulation (enforcement of wartime “self-sacrificing to the public cause”), degeneration of the Rengo into Industrial Patriotic Association and its domination. The way to crush this offensive will be paved by the practice of the four tasks, presented by the keynote speech of the president Michitoshi Seki of Doro-Chiba, that is building up of class struggle labor movement, that should be defined as follows:
(i)labor movement to stop the aggressive war against China and to confront discrimination and chauvinism, (ii)labor movement, which resists the historical transformation of the labor policy in wartime, (iii) labor movement to confront anti-labor policy of the Rengo, guided by the level achieved through the struggle against the Division and Privatization of National Railways, (iv) labor movement, which creates a new worker’s party to fight against the reactionary Takaichi administration.
The struggle of railway workers against Japan Railway capital is the largest battle for class struggle labor movement in wartime against China. The aim of ongoing JR East’s massive restructuring offensive with the slogan, “fundamental breakaway from the systems originating from the Japanese National Railways era,” is to completely get rid of conventional corporate structures and personnel and wage systems, to carry away full outsourcing of railway and other field operations, to practice contract out to other companies and full-scale shift to non-regular employment, and JR Group’s conversion into holding companies, shift to a “job competency-based pay” system and transfer of 100% of severance pay to a defined contribution pension plan, in a word, to dismantle labor unions thoroughly.
Moreover, the JR East is leading the offensive of reactionary amendment of labor law, an attempt to build up “a society without labor union,” which gives Shayu-kai*1i (“Association of Company Friends”), a non-union organization, de facto “the right to collective bargaining” and “the right to conclude labor contract,” following its own typical experience of destructing JR labor unions, replacing by Shayu-kai and is now on the way of wholly dismantling the post-war labor law, workers’ rights and the existence of labor unions itself. As pivotal company to embody Japanese state strategy, JR East seeks to survive as an active promoter of dismantling labor unions and of a major offensive of placing the whole society on a war footing.
The presence of Doro-Chiba as a militant labor union, which carries through irreconcilable confrontation against the state and capital and makes anti-war struggle its primary task, gives a perspective of class struggle labor movement to overthrow Japanese imperialism. The struggle of Doro-Sorengo (Confederation of National Railway Motive Power Unions) has thrust into a violent battle to shake up the whole JR system, including the main companies and its affiliates. The struggle to demand the reinstatement of unjustly fired 1,047 national railway workers is a decisive battle to overthrow the state power and the JR system. The national railway struggle against Division and Privatization of National Railways has created a historic situation through exposing unfair labor practice as starting point to oppose constitutional revision, war and dismantling offensive of post-war labor management relations; victory of national railway struggle is within reach. Seize this opportunity by expanding petition campaign nationwide and rally to the second court session on January 23. For the success of February 8 national railway rally!
Carry out powerful spring offensive 2026, which confronts the all-out attack of Japanese imperialist state power and capital of aggressive war against China and opposes destruction of lives, low wage, deprivation of rights and union busting by organizing angers of working class! The Takaichi administration is attempting to reconstruct the whole field of industry, economy, social system around the axis of military and war with putting defense industry in a strategic field as economic security policy. Tomoko Yoshino, the chair of Rengo is participating in “Strategic Conference for Japanese Growth” as an agent of Takaichi. It is needed to raise up a flag of crushing Industrial Patriotic Association, that is Rengo, and to achieve a powerful advance of class struggle labor movement!
Four major industries are the central field of decisive battle. In workplaces of postal service, rationalization and destruction of labor safety since the privatization of postal service have provoked an issue of “inappropriate roll call for postal drivers” (at the start of service), which caused an incident during the service hour and consequent revocation of freight transportation business license. JP capital is brazenly defending this blunder, has conclude an agreement with the Ministry of Defense over Cooperation in Securing Personnel and has ended shamelessly in putting pressure on postal workers to change their job to enter Self Defense Forces.
Create full-scale movement of Coordination Center of Labor Unions with four major industries as its axis. Our urgent task is to stop the war of aggression against China, to develop political exposure and agitation and to build cells of revolutionary organization, to build up activists and fractions in the workplaces. It is also important to wage party struggle with Rengo and Zenroren (National Confederation of Trade Unions), to build up a unique current in each industry and to grasp leadership. For that purpose, raise the flag of actually overthrowing imperialism, deepen the relation in workplaces and organize numerous fractions of activists there.
4. Achieve all-out uprising in all fronts to overthrow Japanese imperialism through carrying through 7-7 line!
In the midst of the drive to war of aggression against China, the struggle against intensifying discrimination and xenophobia is an essential task.
Immediately after her inauguration, Takaichi has set up a meeting of relevant ministers and decided promotion of “Zero Illegal Foreign Residents Plan” and tightening of residence status screening, strengthening restrictions on accepting foreigners and enforcement of nationality registration at the time of real estate acquisition, exposing xenophobia and driving for total control and rejection of foreigners. Since the publication of Zero Illegal Foreign Residents Plan in May last year, the number of forced deportations of foreigners are surging. The worst and outrageous immigration control system must be smashed. On the other hand, however, Japanese imperialism is going to introduce a large number of foreign workers in the name of responding to a serious crisis of workforce shortage. This policy is aiming at superexploiting foreign workers and to sacrifice them for the interests of Japanese imperialism, represented by Ikusei Shuro system (“Training and Employment System”).
Build up a movement to defend and fight together with foreign workers staying in Japan, who are confronting vigorously against immigration system. Especially decisive is to establish close tie with Korean and Chinese people staying in Japan. This effort is a struggle to build up genuine international solidarity through upholding July 7 political line (7-7 line), thought of blood debts, in the midst of the struggle to stop aggressive war against China, crushing the Japanese imperialist attempt of crossing off and shamelessly justifying the history of colonial rule. Moreover, the endeavor to build up close tie with fighting Chinese students and workers in Japan is a core issue to stop US and Japanese aggressive war against China and to achieve world revolution against imperialism and against Stalinism. Strengthen the struggle against immigration control system by building up Anti- Immigration Control System Bureau politically and organizationally!
Strenuous endeavor to confront and overcome discrimination and violence against women within our movements, on which depends the reconstruction of the party and the movement, has at length achieved a decisive breakthrough by holding anti-war women’s assembly on October 11 and west-Japan women liberation lecture and study meeting on November 22 and successfully made a starting point for a mass development of revolutionary women liberation movement.
Achieve a year 2026 to gain powerful advance of revolutionary women liberation struggle!
Under current war situation, discrimination, suppression and sexual violence against women have extremely escalated and casualization and poverty have been expanding; the Takaichi administration is intensifying the offensive to co-opting women into imperialist rule in the name of “empowerment of women” and to mobilize them to war. Open up a huge class battle to liberate Buraku and overthrow Japanese imperialism, succeeding the will of Mr. Kazuo Ishikawa, deceased on March 11 last year, who fought unyielding, uncompromising struggle against the state power through his whole life! Crush the attempt of rejecting retrial by Tokyo High Court chief judge Kazunori Karei and win a victory in the struggle against Sayama discrimination trial and get the fourth trial!
Sayama struggle is a critical battle to condemn Buraku discrimination by the state and to make Buraku liberation struggle as a strategic task of Japanese revolution. The fundamental power to win a victory of Sayama struggle is rooted in boiling indignation against the crime committed by the state, which framed Mr. Ishikawa as a murderer because he was a Buraku-min. Create revolutionary Buraku liberation struggle to overthrow Japanese imperialism, the root cause Buraku discrimination, overcoming the surrender of Buraku Liberation League’s leadership.
Liberation struggle of people with disability has an important role in fighting against discriminating and eliminating offensive and in paving the way for human liberation. Open up a perspective for the struggle of liberation of people with disability and of overthrowing Japanese imperialism together through the effort of sharing the experience of their severe struggle within the movement.
Win the struggle of appellate court of comrade Masaaki Osaka and take him back, proving him as not guilty. In the actual existence of comrade Osaka, revolutionary spirit of the revolutionary party and working class is crystalized, which is expressed in the victory of huge revolutionary civil-war of Ampo-Okinawa struggle around 1970 with its contribution for actuality of overthrowing Japanese imperialism in its unbreakable confrontation against the state power repression full of fear and hatred. The endeavor to take back comrade Osaka is a struggle to pave way for a powerful development of anti-war, Okinawa and Ampo struggle today. In other word, huge explosion of this struggle brings forth the power to take back comrade Osaka. The first-instance imposed a severe sentence of 20 years’ imprisonment on him without a single piece of physical evidence and only on false statement. Expand the mounting indignation against this unjust state behavior among the whole people by petition campaign. Build up a huge movement to take back comrade Osaka by the hand of National Hoshino-Osaka Defense Committee.
The age of war and revolution means a civil war-like battle with the state power. Promote an upheaval of class struggle with powerful rank through carrying out the confrontation against incessant state power repression. Let’s fight, sticking to the principle of complete silence and no-conversion in face of judicial interrogation, and turn the state power repression into revolution.
Uprising of revolutionary lawyers, who stand on the front line of the anti-war struggle, fighting uncompromisingly against the state power, has a decisive position.. The way of break down the war-time repression and judicial system is the development of the struggle based on working class and the stand point to crush the state power.
For reconstruction and explosion of student movement
A new stage of the reconstruction and upsurge of student movement has been reached by the struggle of the students, who have broken away from reactionary Ishida faction and completely crushed and overwhelmed the attempt of Ishida counter-revolution. Create a full-scale mass development of Zengakuren movement, which leads anti-war struggle against the war against China, based on the establishment, consolidation and enlargement of Central Student Organizing Bureau and cells of Marxist Student League, inspired and gained on the side of working class. Fight energetically, developing every day agitation in universities and building up bases to overthrow imperialism in the spirit to soon become the mainstream of three million students!
Make up plans in every district party committee to of help organize students in commitment in actions in universities nation-wide as important task. Smash the attempt of transforming universities into wartime ones and controlling students! Build up bastions of Marxist Student League and Zengakuren in universities around the country!
V The task of the revolutionary party as the war of aggression against China started
What is the task for the revolutionary party when the war of aggression against China has started?
The answer is the turning US-Japanese war of aggression on China, a world war, into a civil war, and waging Anti-Imperialist Anti-Stalinist Proletarian World Revolution in solidarity with fighting Chinese, Korean and Asian people.
We must do “the indisputable and fundamental duty of all socialists” in revolutionary situation, presented by Lenin:
“that of revealing to the masses the existence of a revolutionary situation, explaining its scope and depth, arousing the proletariat’s revolutionary consciousness and revolutionary determination, helping it to go over to revolutionary action, and forming, for that purpose, organizations suited to the revolutionary situation.” (The Collapse of the Second International)
As the symptoms of revolutionary situation, there is especially “a considerable increase in the activity of the masses, who uncomplainingly allow themselves to be robbed in ‘peace time,’ but, in turbulent times, are drawn both by all the circumstances of the crisis and by the ‘upper classes’ themselves into independent historical action.”
“It is the ability of the revolutionary class to take action strong enough to break (or dislocate) the old government, which never, not even in a period of crisis, ‘falls,’ if it is not toppled over.”
It is the revolutionary party which embodies the consciousness of overthrowing imperialism and establishing proletarian dictatorship. It is the duty that we organize revolutionary mass activities from outrage and fluidity against imperialist war and destruction of livelihood. Lenin appeals that core is “slogan of civil war”—”Turn imperialist war into a civil war.”
“In solidarity with Chinese, Korean and Asian people, turn aggressive war into a civil war” must be slogan of action through all propaganda, agitation and mass and workers’ movement.
“the objective war-created revolutionary situation, which is extending and developing, is inevitably engendering revolutionary sentiments; it is tempering and enlightening all the finest and most class-conscious proletarians.”
“The slogan of a civil war is the one that summarizes and directs this work, and helps unite and consolidate those who wish to aid the revolutionary struggle of the proletariat against its own government and its own bourgeoisie.”
In wartime, it is not easy to carry out “the slogan of a civil war.” It must be fiery battles against state power, oppression of capital, Rengo’s imperialist labor movement, Stalinism, non-government counter revolutionaries etc.
Just at the moment when US-Japanese war against China was actually started and the practice of the party line decided on the 9th Congress, “solidarity and civil war” was urgently needed, JRCL faced a serious trial if it can play a role as a main actor or not on this critical moment. It is the core problem of the decisive battle in 2025 since Kansai uprising in previous year.
JRCL had not been surely established the changing and progress to workers’ revolutionary party that can achieve “solidarity and civil war,” without overthrowing the 7th Congress line and its fundamental thought and completely expelling Ishida faction’s disdain for workers.
In order to establish proletarian dictatorship, fighting through “solidarity and civil war,” it is indispensable to change the party, a leap forward of the party, and party construction with vital illegal/clandestine organizations and activities.
Lenin denounced ligalists; “the old party—from Legien to Kautsky inclusively—sacrificed the revolutionary aims of the proletariat for the sake of preserving the present legal organizations.”
The leaders of German Social Democratic Party abandoned proletarian revolution and so fallen down into mobilizers for imperialist war in order to protect meager legal position. Then, what should the party do?
“if a revolutionary situation arises, prepare to create new organisations and use these useful weapons of death and destruction against your own government and your own bourgeoisie.”
“This is a new form of organisation and struggle that also has to be learned.”
JRCL has been winning the revolutionary revival of Marxism and has been struggling by Leninist policy.
We won the decisive battle of the Ampo (Japan-US Security Treaty)/Okinawa struggle around 1970 and dual confrontation and the war (two civil war against the Anti-Subversive Activity Act and against counter-revolutionary Kakumaru’s white terrors). The organization and strategy of our party have been changed and forged thoroughly in the midst of ordeals and sacrifices.
That is why, in the face of the revolutionary situation in which the world system of imperialism and Stalinism has reached a dead end and the US-Japanese imperialism have launched a war of aggression against China, JRCL is thoroughly overthrowing and destroying its old self and be reborn as a party that truly fights “solidarity and civil war.” This is the core of General Secretary Akizuki’s self-criticism and the report submitted by comrade IS.
The struggle for creation of revolutionary women’s liberation struggle has begun by our women comrades, survivors of sexual assaults who demanded transformation of the party into an organization which turns the aggressive war into a civil war, in solidarity with Chinese, Korean and Asian people. The old organization which was yielded to imperialism and changed to legalism, was overthrown.
We sincerely appeal for all the people to join JRCL and fight together in fierce battle this year: “war or revolution.”
Lastly, we make clear the points of the party’s construction. First, we must begin to organize Marxist Students League and Marxist Youth Workers League by all power of the party’s district organizations. Youth and students are rising for fundamental breaking up and reconstruction of society, getting angry about imperialist suppression, and surrender and approval of Rengo and Stalinism.
We are fighting for all youth and students by agitation of overthrowing imperialism, by Marxism and Leninism.
Second, the organ paper activity must be enhanced and changed fundamentally. It is Zenshin which will be the weapon of propaganda and agitation. Let’s make, defend and read it together!
Third, we must struggle against discrimination and xenophobia, and so struggle for all-out party struggle against imperialism and Stalinism. We will crush Stalinist Japan Communist Party which competes with imperialist for party for patriotism and party for nationalism.
Fourth, we will construct the party to overthrow intensified police crackdown. Keeping legal footholds, we must construct our organization under wartime suppression with flexibility of making illegal, underground system.
Fighting back all suppression by maintaining complete silence and non-conversion, we must rise up for eruption of revolutionary mass movement, struggle to stop the war against China.
In solidarity with comrade Masaaki Osaka’s unyielding fight in prison, let’s do our best to make victory in appeal court! Comrade Taketoshi Suga’s serving out of his sentence will be soon on May 23. Let’s fight against state power!
Let’s advance further the revolutionary struggle for women’s liberation, changing our party for youth, students and women, and will hold tens of thousands of people’s rally in 2026, with the slogan of “solidarity and civil war.”
