Introduction

The U.S. imperialist war of aggression against China, a world war, is now advancing along a path from which there is no turning back. The historic decline of U.S. imperialism, together with the deepening crisis and fragmentation of its domestic and global rule, is intensifying. As the pivotal power of post war world system, the United States is itself destroying the very postwar system and escalating a war of aggression aimed at forcibly overthrowing the Chinese Stalinist regime and redividing and reasserting control over China through overwhelming military force. This war, born from the explosive contradictions of imperialism and Stalinism, is a world war that threatens to plunge the entire planet into catastrophe. The only way to stop it is through an Anti-Imperialist Anti-Stalinist World Revolution that overthrows the imperialist and Stalinist systems-the roots of war itself. Humanity now faces a historic choice: world war or world revolution. This means that the time has finally come to carry through the historic task of overthrowing imperialism on a global scale struggle that began with the Russian Revolution and to move beyond the world-historic transition from capitalism and imperialism to communism that has been held back by Stalinism. It is time for the working class itself to bring an end to a class society based on war, poverty, discrimination, and oppression, and to open the way to a genuine human history.

In the first half of 2026, the nationwide struggle of June 14 and the East and West Japan women’s anti-war actions in July were fought with explosive energy as decisive battles to stop the war of aggression against China, firmly advancing the basic political line and two slogans established at the 10th National Congress of the JRCL. The critical struggle in the second half of 2026 has now been elevated into a historic confrontation, both objectively and subjectively. Building on the August 6 Hiroshima struggle as a breakthrough, we must rise up for the decisive battle this autumn, centered on the national action on November 22 at noon in Shiba Park under the slogans: Stop the War of Aggression against China! Smash Constitutional Revision! Overthrow Takaichi!

November 22 will be a momentous political confrontation in the center of the capital . We will channel our anger against Japanese imperialism and Takaichi, who are staking their imperialist survival on actively driving forward the war of aggression against China; who are placing the Emperor system at the forefront as a central pillar of aggression and war; and who are pushing Japan toward a total-war mobilization regime through constitutional revision and the revision of the Three Security Documents. With young people, students, and women at the forefront, we will confront state power head-on in the center of the capital. Let us wage the decisive November struggle from the Workers All-out Rally on November 1 to the nationwide mobilization on November 22with nothing less than the revolutionary transformation of the Japanese class struggle at stake.

The fundamental political line decided by the 10th National Congress of JRCL has successfully carried through June 14 struggle and July women’s anti-war action

１．Powerful convergence of women and youth has been realized, encouraged by revolutionary women liberation struggle

JRCL has adopted by 10th Congress two fundamental slogans: Stop US imperialist war of aggression against China, world war, and fight for world revolution against imperialism and Stalinism and In solidarity with fighting Chinese and Asian peoples, turn Japanese imperialist war of aggression against China into a civil war and carried out June 14 struggle as summarizing achievement of organizing mass movement and constructing a revolutionary party in the first half of the year 2026.

Just simultaneously with this development, the class struggle has plunged into a new phase. The start of war of aggression against Iran by US imperialism and Israel on February 28 has aggravated the drive toward war of aggression against China, world war. Landslide victory of the ruling Liberal Democratic Party with Takaichi at the head in the Lower House election on February 8 has given an impetus toward a reactionary politics to launch war of aggression against China. Nationwide rising of women and youth, represented by massive protest actions in front of the Diet, expresses their deep indignation against war, constitutional revision, discrimination and repression. The determining factor of all these developments is historical decline of US imperialism and its desperate drive toward war of aggression against China, world war. There is no room for easing or retreat for the on-going violent drive for world war and dynamic trend of class struggle.

JRCL has revived in the 10th Congress and launched a determined practice In solidarity with fighting Chinese and Asian Peoples, turn aggression into a civil war!. Recent struggles－nationwide actions on the March 8 International Women’s Day, Fukushima rally on the commemoration of March 11, 2011 great earthquake and Fukushima nuclear power plant catastrophe and May 15 Okinawa struggle－all these actions have been carried through with an aim of reconfirming the thought of blood debt to overcome the fundamental erroneous political line of surrendering to imperialism of the 7th Congress of JRCL.

It is for us unavoidable to achieve our urgent task of developing class situation into genuine revolutionary situation to deny ourselves of yesterday. Further endeavor to solidify our determination gained by the 10th Congress is required. This is our confirmation after fighting fierce struggle since the 10th Congress.

Line of In June 14 struggle, we have succeeded in putting into practice above-mentioned two slogans of the 10th Congress with far-reaching quality and quantity quite different from last year in an overwhelming exaltation and militancy. The keynote speech was delivered by Tomoko Horaguchi, Suginami Ward Council member, who appealed to overthrow imperialism, the root of aggression and war. It was followed by Mido Matsumoto, representing Okinawa branch of the Grand March against Constitutional Revision and War, who emphasized the vital role of revolutionary struggle of working class in Anpo (Japan/US Security Treaty) and Okinawa struggle and Kyoko Taniguchi of executive committee of Women’s Anti-War Action in Western Japan, who expressed a firm determination not to obscure the importance of the struggle to overthrow Japanese imperialism together with emperor system as belonging to a generation, which enjoyed peaceful period after the Second World War in Japan, only imperialist in Asia. After the rally with more speakers, a thousand participants from all over Japan marched, crushing riot police attack, toward the US Embassy and Prime Ministers Office, joined by demonstrators who had already carried out protest action in front of the Diet. In face of this development, we have begun to carry out a new phase of class struggle with June 14 struggle at the peak under the slogan, In solidarity with fighting Chinese and Asian Peoples, turn aggression into civil war.

By staging 100th Anniversary of the Showa era on April 29, the Takaichi administration has attempted to glorify the history of Japanese aggression against Asia and to rush into war of aggression against China under the emperor system. We have risen up in swear of the thought of blood debt with full indignation against this outrageous intention of Takaichi and surrounded the ceremony hall, crushing riot police intervention. Thus, we have successfully exposed the reactionary essence of the emperor system and given a political blow to the Takaichi administration. In Okinawa, struggle on May 15 was fought under the 7-7 line, the thought of the blood debt and practiced the slogan, Stop war of aggression against China! Withdraw all the military bases from Okinawa! Crush Japan-US security system, down with Japanese imperialism! We have squarely confronted the actual severe and critical situation in Okinawa, which materializes the real substance of Japan-US security alliance and is now placed in the center of the First Island Chain of war of aggression against China. This struggle has become a violent confrontation with the reactionary and counter-revolutionary state assault to suppress Okinawa with the propaganda, impending China threat and national defense. Confronting against the strengthening of the air terminal function of Narita Air Port, Sanrizuka struggle has entered into the most decisive battle against the execution of the Land Expropriation Act (eminent domain) since 1971. The struggle of National Railway workers has also entered into a decisive stage, in which harsh confrontation between the will of the state power and the power of class struggle faces a final solution to win the victory of the national railway workers. In the third appeals hearing regarding the reversal of the dismissal of 1,047 JNR workers held on July 16, Masaru Sakamoto, the newly nominated presiding judge of the Tokyo High Court denied, without any discussion, the clearly declared promise, in the previous court by the former presiding judge to call witnesses, Masataka Ide, the former president of JR West and Yuji Fukazawa. the president of JR East. The struggle against the Division and Privatization of the National Railways is hitting the core of the state power and face to face confrontation against the critical and violent attack of the state power under the situation rushing to war of aggression against China. Overthrow Emperor System!

Women’s Anti-war Actions in East and West Japan in July has further put forward the successful result of June 14 struggle. It was a start of a new attempt to organize mounting fresh anger of newly participating women for the struggle to stop war of aggression against China and to overthrow imperialism. The core issue is appeal to overthrow the emperor system, the very hotbed of war and discrimination, as an essential task of Japanese people in face of Asian people in swear of blood debt to stop war of aggression against China. Japanese imperialist on-going drive for war of aggression against China has bring once again emperor system and ideology to the forefront by the revision of the Imperial Household Law and enactment of the Law on Punishment for Desecration of the National Flag. In face of this serious situation, Japan Communist Party, however, is enthusiastically defending emperor system: We demand naming of women emperor (Tomoko Tamura, president of JCP); JCP doesn’t want to abolish emperor system, We are defending all the clauses of the constitution, It is a total demagogy that JCP is against emperor system (JCP web Magazine). Thus, JCP is forcing Japanese people to surrender to the emperor system. This is the real substance of JCP’s “defense of the constitution.”

We have succeeded to gain conscious joining of women and youth through exposing the criminality of JCP’s stand point and appealed to discuss the struggle to stop war of aggression against China and to overthrow the emperor system as a united issue. A new process of development of class struggle has begun by the basic organizing power of women liberation struggle to overthrow imperialism and to promote the class struggle toward the political aim, In solidarity with fighting Chinese and Asian Peoples, turn aggressive war into a civil war. All this process has been carried out by the women comrades who have paved the way for the 10th Congress.

The family ideology based on the emperor system played an essential role in Japanese imperialist rule and mobilization to war. It was the emperors army that waged all kinds of criminality of genocide of Asian peoples in the form of Japanese military’s comfort women system, the Three Alls Policy (massacre of Chinese people by Japanese army of killing, burning and robbing under the name of anti-guerrilla operation) and Nanjing massacre. After the defeat in the war, it was the emperor system that served as a strong pillar to the survival of Japanese ruling class once again to be a major power for the Asian rule. The emperor himself took every opportunity to escape from being blamed as war criminal, suppressed the post-war revolution under the name of the emperor as a symbol in a unanimity with post-war constitutional system.

While this bloody emperor system is once again attempting to appear as only reliable pillar of Japanese imperialism in the forefront of the politics, it has become the decisive task for the struggle to stop war of aggression against China to overthrow the emperor system in the thought of blood debt to the Asian people. Women’s Anti-war Action in East and West Japan has demonstrated this by powerful action.
2. All the struggle was carried out with Zengakuren (All Japan Confederation of Students Autonomous Bodies) and young people at the head and fought through the action to stop war of aggression against China. Ishida faction, a drop-out group, has exposed itself as a counter-revolutionary discriminating element, escaping from the struggle to stop war of aggression against China.

2 For an explosion of anti-war struggle through practicing the political line of 10th Congress by all-out participation of party members

It is necessary for entire party organizations and party members to deeply discuss and make the political line of 10th Congress their own, in order to achieve a more powerful anti-war struggle to stop war of aggression against China.

As the first point, all the party organizations must arm with the political line of 10th Congress and to carry out necessary change. In other words, destruction of the old party and transfer to a genuine revolutionary party. This task should not be understood merely from the standpoint, according to which the two major slogans are originally the general political line since the period of the struggle in 1970s or from the urgent necessity of up-coming war. We have long concealed discrimination of women in our party and even denounced the effort of demanding self-criticism as an attempt of provoking disruption within the party organization as a result of surrender to imperialist ideology on women . The political background of these attitudes is the fundamental thought of the 7th Congress. The political line adopted by the 10th Congress is achieved by the reconfirmation of the strong will of overthrowing imperialism, the driving motivation of which is the standpoint of revolutionary struggle of women liberation. Because of this resolute position, the present political line has basic validity in confronting today’s war of aggression against China, a world war.

The self-criticism of Akizuki, general secretary of JRCL and proposition of comrade IS have opened up the revolutionary change of the party. No party member is exempted from the task of overthrowing the fundamental thought of the 7th Congress as is pointed out by the self-criticism of Akizuki, self-criticism of JRCL. Revolutionary women liberation struggle needed very sharpness, severe fierceness. It required complete restart by though denial of whole ideology, whole political line and whole practice under political line of the 7th Congress. In the process toward the 7th Congress, the notion of class struggle was narrowed down to work place struggle and solidarity in the workplace. It was believed that discrimination and division can easily be overcome by simply building up unity in work place. The result was the denial of the political line of July 7th self-criticism, namely the thought of blood debt was abandoned (The report of the politburo to the Congress)

We are requested to forge ourselves through ordeal of profound self-criticism on the ideological and political problems and to gain ability to explain and agitate the two basic slogans to working people with full class confidence. The next task is to smash today’s Kautskyism, Japan Communist Party, who is opposed to revolution to overthrow imperialism, namely In solidarity with fighting Chinese and Asian Peoples, turn aggression into a civil war and to achieve a powerful joining with women and youth, who have begun to rise up massively. Being keenly aware of the critical situation of impending war, anti-government mass struggle has now vigorously launched. It is, however, not publicly clear what is war or who is fighting war against whom and for what objective. The fact is that the war being fought now by US and Japanese imperialism is not a war in general but war of aggression against China. When this fact is clarified enough, the anti-war struggle will be orientated exclusively against war of aggression against China. When we, JRCL, plainly and openly explain our fundamental position to stop war of aggression against China, it will no doubt gain validity and it will become a popular slogan. The drastic decline of US and other imperialism and the thrust into war of aggression against China, world war, which inevitably end in the ruin of humanity, have provoked violent explosion of anger of women and youth. Stalinist JCP is attempting to spread illusion of peaceful imperialism or democratic imperialism under the guise of defense of the constitution peace and democracy to confine these indignant trends, opposing revolution of overthrowing imperialism. JCP is today’s Kautskyism and enemy of Marxism and is destined to end in the position of national defense. We, as revolutionary party, should fight boldly against JCP without fearing drastic splitting to gain a broad shift of angry masses to our side. As the third point, our imminent task is to organize a general mobilization to the decisive November struggle to stop war of aggression against China with firm confidence in the political line of 10th Congress. The future of Japanese revolution depends upon the success of the November struggle with November 22 Central Rally at the peak. It is now a life and death problem for working class all over the world to stop US imperialist war of aggression against China. This task is the greatest political issue and axis of class struggle. For the time being for us, expansion of mobilization from several thousands to 10 thousand is absolutely necessary for the achievement of the struggle to turn aggression into a civil war in international solidarity. The decline of US imperialism and others is tremendously grave and serious, accelerating economic, political systemic crisis. The decisive choice between war or revolution will soon be imminent issue, while we are in a situation, in which war of aggression against China, a world war, has actually been launched.

This situation demands us to call for anti-war demonstration in every district and to concentrate our activities in organizing anti-war struggle with Zenshin (weekly organ of JRCL) as tool of propaganda on the street, in work places and colleges and schools with general mobilization of party members. The success of the November struggle depends upon these efforts. We are determined to prove ourselves to be only political force to appeal to rise up for the struggle to stop war of aggression against China, based on the standpoint against imperialism and against Stalinism and to lead as main stream Japanese class struggle with goal of overthrowing Japanese imperialism and proletarian dictatorship.

3 For a fundamental change to a revolutionary party capable to win the death battle with the state power

On May 23, Comrade Taketoshi Suga has been regained in our hands after 8 years and 3months of prison life of fighting against the state power. We have definitely won the struggle against the state power to exterminate JRCL by the oppression under the suspicion of Explosives Control Act for 40 years since 1986. On June 26, another victory has been achieved in case of the forced death in prison of comrade Fumiaki Hoshino, who fought the Shibuya riot struggle in 1971. The appeal court on the state reparation for his death in prison admitted the responsibility of the state in succession to the judgment on the first court. These two cases are great victory in the midst of our fierce battle with the state power in face of the drive for war of aggression against China. It has been proved that JRCL is a revolutionary party capable of fighting back state power suppression to maintain public order. Join in the demonstration surrounding the Tokyo High Court, in which first appeal court of comrade Masaaki Osaka will be held on October 2, to take him back to us! It was the endeavor to change JRCL in district and several party front branch that have opened up a new perspective for the struggle to stop war of aggression against China. The organizing committee of women liberation has stood on the forefront to crush the fundamental political line of 7th Congress and promoted the effort of organizing June 14 struggle as well as eastern and western women’s anti-war action in July for the construction of the women leadership. Also, Committee for Buraku Liberation Struggle and Committee of Immigration Control have actively been engaged in the struggle to overcome the political line of 7th Congress and to revive the thought of the blood debt.. A powerful development of Marxist Students League and the movement of Zengakuren are the driving force to turn war of aggression against Chin into a civil war. Lets make a great leap forward for the construction of branches of Marxist Students League in universities to be bastion of the militant student movement with a perspective of gaining significant part of three million students all over Japan through developing actions of propaganda and agitation. Marxist Labor Youth League has achieved a big organizational change with revolutionary women liberation struggle as driving force and stood on the forefront of the Okinawa struggle, June 14 struggle and eastern and western women anti-war actions. Now that war of aggression against China has actually started, it is urgent to restart from the standpoint of the May Thesis（decided in 1991）for Labor Organizing Committee and Industrial Committees for the practice of the political line of 10th Congress. The activity of expanding the network of the readers of the organ paper indicates the degree of the advance of the struggle against war of aggression against China and change of the party. War of Aggression Against China and Anti-Imperialist Anti-Stalinist World Revolution

1. The Irreversibly Advancing War of Aggression by US Imperialism against China—a World War

“The war of aggression against China by US imperialism was launched amidst the collapse of the post-war world system, as the explosion of the basic contradictions of imperialism and the fundamental contradictions of Stalinism, based on socialism in one country These developments have been intensifying, intertwining, and mutually exacerbating one another. It is a war destined to explode into a Third World War involving Russia and North Korea, characterized by an all-out clash between US imperialism and Chinese Stalinism; the active participation of Japanese imperialism situated on the ‘First Island Chain’ as the front line in the war staking its very survival as an imperialist power; and the intervention of European imperialism, the original suzerain powers of China and Asia, seeking a share of the spoils. This war is proceeding violently as an integrated whole, alongside the quagmire of the Ukraine War (driving all of Europe into a war footing); the unspeakably brutal war of aggression against Gaza, Palestine by US imperialism and Israel; US conflict at home over ‘homeland security,’ ‘border security’ and the expulsion of ‘illegal immigrants;’ the military invasion of Venezuela and the oil embargo against Cuba (economic blockade and regime-change scheme)representing the invocation of the ‘Donroe Doctrine’ to secure Latin America and the Western Hemisphere as a US sphere of influence; a large-scale military attack and war of aggression against Iran aimed at regime change under the pretext of halting nuclear and ballistic missile development; and the deployment and mobilization of military force by US and Japanese imperialism along the ‘First Island Chain’ ostensibly to build ‘a strong denial defense posture’ against Chinese Stalinism.” (The Communist, Issue 225, p. 24)

In the five months since the 10th Congress, the overall situation has been moving exactly in this direction. irreversibly and with increasing intensity Only a world revolution to overthrow both imperialism and Stalinism can halt the process leading to the outbreak of a war of aggression against China world war. We must make this point absolutely clear.

(2) There is a habitual phrase used by imperialist politicians, establishment academics, and the mass media when they explain the wars currently underway and the upheavals shaking the world: changes in the security environment. They claim that the primary causes driving these changes are: Russia’s invasion of Ukraine, China’s use of coercion backed by its power in Taiwan, the South China Sea, and the East China Sea, and North Korea’s nuclear armament.； Consequently, they argue, a drastic strengthening of defense capabilities is essential to deter these threats. This is precisely the who started it? theory an argument Lenin identified in The Collapse of the Second International as the most primitive theory used to justify imperialist wars. The narrative posits a dichotomy: on one side stand who started it destroying peace namely, the authoritarian states of China, Russia, North Korea, and Iran, with their acts of aggression and coercion while on the other stand the liberal democratic states led by the United States, Western Europe, and Japan, making defense efforts to repel or deter these threats and safeguard peace and the security environment. We must shatter the xenophobic ideologies peddled by imperialist political leaders, ministers, and international relations scholars who use such primitive and utterly hackneyed rhetoric to demand the working people to cooperate with, participate in, and sacrifice themselves for wars intended to guarantee imperialist security. We must thoroughly expose the real nature of the current wars and clarify the stance, which the working class and the people should take toward them.

At the root of all the wars and upheavals currently unfolding across the globe lies the existence of imperialism specifically, imperialism as the highest stage of capitalism which dominates the world. The core issue is is the historic decline of U.S. imperialism, which has served as the linchpin of the post-World War II imperialist system and has long dominated the globe through overwhelming military and economic might. This historic decline has finally reached a breaking point, drive g the post-war world system which rested upon U.S. imperialism as its sole, absolute pillar to collapse with a resounding crash. Furthermore, U.S. imperialism is now dismantling the very international order the fundamental military, political, and economic framework it once constructed to enforce its global hegemony treating it instead as a shackle; under the Trump administration and its America First doctrine, it has embarked on a violent restructuring of the world driven by raw force and the naked pursuit of its own unilateral interests.

To push forward the violent global restructuring driven by its America First policy, US imperialism is compelled to wage a war of aggression against China war to overthrow the Chinese Stalinist regime, which has risen to become an economic powerhouse and is closing the gap with the US in military strength , AI, and cutting-edge technology. The US imperialism has embarked on this war of aggression against China branding the country an autocratic state and its greatest threat This fact lies at the very root of the wars and upheavals currently shaking the world. Confronting this root cause requires an anti-war struggle firmly determined to block this war of aggression against China.

Chinese Stalinism is deeply shaken by the fact that US imperialism which still possesses overwhelming, singular global power in terms of military strength and the capacity to wage wars of aggression and world wars seriously intent on crushing China, citing goals such as preventing the seizure of Taiwan, enabling a strong denial defense along the First Island Chain, and preventing Chinese hegemony. Because Chinese Stalinism has abandoned and betrayed the cause of world revolution to overthrow imperialism, it has no recourse but to plunge into a purely military confrontation of anti-people character. Furthermore, to divert the growing domestic discontent fueled by economic stagnation toward xenophobic and nationalist patriotism, and to preserve the Chinese Communist Party’s Stalinist authority and power, the regime has no choice but to maintain its policy of never promise to renounce use of force to reunify Taiwan. In response, US imperialism and its ally, Japanese imperialism, are intensifying military pressure by campaigning against China’s coercion through force and warning its threats. A war of aggression against China is already underway as an irreversible progression of this process.

War does not begin only when missiles and artillery shells start flying; US imperialism and Japanese imperialism have already initiated a war of aggression against China. Will the massive military build-up by US and Japanese imperialism including the surge in weapons and ammunition production, the reinforcement of bases across Okinawa, Kyushu, and the entire Japanese archipelago, the enhancement of enemy base strike capabilities, the transformation into military fortresses, and the intensification of US-Japan combat exercises along the First Island Chain eventually halt, scale back, and return to the status quo ante? That will absolutely not happen. The concrete military actions that US and Japanese imperialism have now initiated against China will only escalate until Chinese Stalinism is forced to submit and collapse until a final resolution is reached through military force and war. US imperialism’s war of aggression against China has fully begun in this sense, and also Japanese imperialism has plunged into this war of aggression against China. Furthermore, both powers are making an all-out effort to secure the sustained operational capability necessary to see this war through to victory gathering not only missiles, drones, AI weaponry, and all manner of arms and ammunition, but also rare earth elements, the strategic resources currently controlled overwhelmingly by China. Diplomatic maneuvers, such as US-China summits and dialogue, serve merely to buy time.

Re-escalation of the War of Aggression Against Iran

(3) US imperialism’s war of aggression against Iran began as part of a war of aggression against China a world war and the conflict with Iran itself is fueling that drive toward a war against China a world war.

US imperialism under Trump found itself unable to bring the war of aggression against Iran launched in late February to a conclusion; consequently, on June 15, it agreed to a 14-point MOU aimed at ending hostilities in a way that allowed Iran to gain tangible benefits (which was, in reality, nothing more than just compensation for having been unilaterally invaded, devastated, and subjected to mass slaughter). Trump attempted to save face by declaring at the July 4 ceremony marking Americas 250th anniversary that he had wiped out Iran’s military. But realizing that the implementation of the memorandum would expose the real state of the development ,a defeat for US imperialism and a victory for Iran, Trump changed this plan. Ultimately, US imperialism fabricated claims that Iran was violating the ceasefire to resume US attacks, desperately trying to make Iran’s capitulation to American military strength.

However, the current Iranian regime which has bolstered its domestic support by successfully repelling American aggression will never agree to end the war by surrendering to US imperialism. In response to the renewed US attacks, Iran actually launched retaliatory strikes against US military bases across the Middle East; three US soldiers were killed in Jordan, These counter-attacks is driving Trump who had boasted of wipe out of Iran’s military power into a way without exit.. Trump ordered indiscriminate attacks on Iranian infrastructure, such as bridges and power plants, and declared his intention to launch a massive attack on Iran bigger than ever before which includes strikes on mountainous areas where he claimed nuclear facilities had been relocated; however, he was forced to halt operations because the supply of missiles needed to intercept Iranian retaliatory strikes had been depleted.

In its attacks on Iran to date, US imperialism has expended in the hundreds or even thousands long-range cruise missiles like the Tomahawk (costing hundreds of millions to billions of yen per unit), interceptor missiles, and Patriot surface-to-air missiles. Its stockpiles have been nearly exhausted, and replenishing them is said to require three to five years or more. However, to argue that because of this situation, the US cannot wage a war of aggression against China is to grossly underestimate the nature of imperialism and imperialist war. Imperialist wars of aggression and world wars are the explosive result of the intractable crises and contradictions inherent in the imperialist system. The unfolding of the war of aggression against Iran fraught as it is with contradictions is itself occurring as part of the process leading to a massive world war: a US imperialist war of aggression against China. Indeed, the war against Iran is decisively driving forward the process toward that war against China a world war.

In the first place, US imperialism has already initiated a war of the magnitude of a world war: the war of aggression against China. Once imperialism launches a world war that puts the very survival of the system at stake, it will as seen in both World Wars I and II mobilize a total war system to produce in unlimited quantities whatever is necessary to wage that war. Crucially, this total war system is forged precisely through the act of plunging into the war itself. Even before fully entering into the war with China, the US is using the war of aggression against Iran as a decisive lever to shift into a system of massive weapons production a total war footing designed to see the war against China a world war through to the end.

In March, the Trump administration gathered executives from US defense contractors and ordered to quadruple in the production of cutting-edge weapons and missiles. In June, it invoked the Defense Production Act legislation originally enacted for the conflict with the Soviet Union that grants the President authority to order private companies to ramp up production or prioritize the supply of military goods during emergencies to hasten the expansion of ammunition production capacity and the establishment of supply chains. Efforts are accelerating to develop new, low-cost cruise missiles capable of mass launch systems poised to transform existing weaponry alongside the procurement of 11,000 next-generation short-range air defense missiles and plans to convert automotive plants owned by GM and Ford into weapons manufacturing facilities. Massive amounts of capital are flowing into emerging military-tech firms that are strengthening ties with the Trump administration, driving the rapid development of AI-powered weaponry designed to overwhelm China, including fully autonomous combat aircraft, unmanned surface and underwater vessels, and long-range drones. U.S. imperialism is truly entering a state of total war mobilization not seen since World War II. While the decline of U.S. manufacturing remains an undeniable issue, the production capacities of allies such as the European powers, Japan, and South Korea are also being aggressively mobilized. On July 22, the U.S. House of Representatives passed the National Defense Authorization Act for FY 2027 by a narrow margin (216 to 212), approving a record-breaking military budget totaling $1.15 trillion (approximately 188 trillion yen more than four times China’s military spending); the bill also includes provisions to significantly expand military-technical cooperation between the U.S. and Israel.

Following the war in Ukraine, US imperialism is using a war of aggression against Iran to master the methods of new warfare such as the large-scale military application of AI that evolves through actual combat while deploying various new and experimental weapons. Systems such as short-range ballistic missiles, low-cost attack drones, new ship-launched cruise missiles, and the long-range precision-strike PrSM missile are effectively undergoing combat-testing with the lives and livelihoods of the Iranian people as their targets weapons intended for mass use in a future war of aggression against China. This is the nature of imperialism.

As outlined above, the war of aggression against Iran has not delayed the US imperialist drive toward a war of aggression against China, a world war; quite the opposite. The US drive toward a war against China, a world war, now including the re-intensification of the conflict with Iran, is proceeding with irreversible and escalating momentum.

2. Why Has a War of Aggression Against China Become Unavoidable?

(1) US Imperialism’s war of aggression against China, a world war, is the explosion of the basic contradictions of imperialism. Moreover, this explosion is occurring amidst a situation where the postwar world system of imperialism and Stalinism has collapsed, and the crises of both imperialism and Stalinism have crossed a critical threshold intensifying to the point where both systems are on the verge of final collapse.

The imperialist system inevitably causes the intensification of its crises and contradictions to erupt into wars of aggression, inter-imperialist wars, and ultimately, world wars. Imperialism capitalism in its imperialist stage is characterized by the ceaseless waging and escalation of conflicts and struggles over markets, resources, labor forces, and the monopoly, division, and re-division of colonies and spheres of influence. Furthermore, imperialism as moribund capitalism is driven toward inevitable wars of aggression, inter-imperialist wars, and world wars by a host of factors: its inherent corruption and reactionary nature; the intensification of economic crises and prolonged recessions; the eruption of contradictions such as soaring prices and widespread destitution; and the perceived necessity to crush the inevitable revolutionary uprisings of the working class and oppressed nationalities and peoples. Unless this root cause imperialism itself is eliminated, unless the root is severed, it is absolutely and permanently impossible to eradicate war from the world.

The Russian Revolution of 1917 was achieved as a breakthrough for a world revolution aimed at overthrowing, on a global scale, the imperialism that had unleashed the unprecedented devastation of world war. However, Stalinism betrayed the world revolution, making the construction of socialism in one country an end in itself, thereby allowing imperialism to survive. Consequently, the eruption of the Great Depression in 1929 and the extreme intensification of imperialism’s systemic crises and contradictions transformed into the rise of fascism, the expansion of wars of aggression, and the escalation of economic and military conflicts between imperialist powers, ultimately leading to the outbreak of World War II. Even the Stalinist Soviet Union, having allowed imperialism to survive, fell victim to the ferocious aggression of Nazi Germany and was ultimately engulfed by the eruption of the very basic contradictions of imperialism it had helped to prolong.

What was the world after World War II? As a result of the war, US imperialism possessing overwhelming military and economic might became the absolute leader and autocrat of the imperialist system. It united the imperialist camp under anti-communist military alliances directed against the Soviet Union (which had grown powerful after defeating Nazi Germany) and its Stalinist regime. Through this military confrontation with the Soviet Union and Stalinism, it suppressed world revolution and national liberation struggles, thereby establishing a postwar world system defined by the conflict between imperialism and Stalinism. However, this system was never stable; it began to waver in the late 1960s as US imperial power declined. In the 1970s, US imperialism suffered defeat in the war of aggression against Vietnam and faced a historic decline marked by the dollar crisis, the Middle East oil crisis, inflation, and prolonged recession; in 1979, a revolution in Iran also overturned US imperial rule. In the 1980s, US imperialism attempted a resurgence under the Reagan Counter-Revolution, intensifying military confrontation with USSR Stalinism and escalating inter-imperialist rivalries, including the rivalry against Japanese imperialism. Under the weight of US military pressure, the contradictions of socialism in one country within USSR Stalinism exploded, leading to the regimes collapse in 1991. Yet, US imperialism also saw its fiscal deficit balloon due to the military standoff with the Soviet Union and lost ground economically to rivals like Japanese imperialism, further deepening its own decline.

Consequently, US imperialism leveraged the overwhelming military power and high technology amassed during the confrontation with the Soviet Union to sharply escalate inter-imperialist rivalries, particularly the rivalry against Japan. Beginning with the 1991 Gulf War and continuing through the 1990s and 2000s, the US maintained and expanded its massive military capabilities citing various pretexts such as the issues of nuclear possession in Iraq and North Korea, the threat of terrorism, the instability of post-Soviet Russia, and the need to deal with China as a remaining Stalinist power and actually exercised this force through the invasions of Iraq and Afghanistan. US imperialism demanded that Japanese and European imperialist powers cooperate with the military actions of US imperialism, thereby precipitating a struggle for dominance. In response to these US demands, Japan and European powers led by Germany built up their own imperialist military capabilities and established systems that allowed for their deployment. Japan, in particular, rapidly broke through post-war constraints that had previously been considered absolute taboos such as the cap on defense spending at 1% of GDP, the overseas deployment of troops, and legislation for emergency situations.

As outlined above, even after World War II, the contradictions of imperialism have continued to intensify ceaselessly amidst military confrontation with Stalinism and in inextricable connection with the explosive eruption of Stalinism’s own contradictions. In this context, US imperialism has utilized military confrontation with Stalinism, as well as ceaseless aggression and warfare against oppressed nations, both as a means to reverse its historical decline and as a decisive instrument in the inter-imperialist rivalry. While this constitutes the consistent underlying theme of the history of the post-WWII global order spanning the formation and eventual collapse of the system defined by imperialism and Stalinism the catalysts that propelled this historical process into a new, decisive stage were the Great Recession of 2008, the rise of Chinese Stalinism as a major power, and the full-scale onset of the US-China confrontation.

A product of the contradictions of imperialism and Stalinism

(2) Plunged into an unprecedented crisis during the 2008 Great Depression marked by events such as the collapse of the Big Five investment banks and the nationalization of GM US imperialism managed to catch its breath thanks to a bubble reignited by ultra-loose monetary policy and the sustained high growth of China, which had implemented massive economic stimulus measures. However, the wounds ran deep, and the COVID-19 pandemic that began in 2019 further accelerated its historic decline. While the bubble and advanced technology development served only to further enrich a tiny elite of the ultra-rich, the vast majority of working people were driven into deeper poverty and destitution. The explosion of anger and discontent regarding this state of affairs in the US paved the way for the emergence of the Trump administration, which championed the slogan Make America Great Again and aggressively pursued an America First policy of fierce inter-imperialist rivalry.

In stark contrast, China continued to grow; even after the 2008 Great Recession, it attracted further capital from US imperialism and the imperialist bloc. Maintaining its Stalinist system, it rose to become the worlds second-largest economy by GDP, trailing only the US, a force exerting decisive influence on the imperialist global economy. China has emerged as a formidable adversary to US imperialism a far tougher opponent than the Soviet Union had ever been. This was a development US imperialism had never anticipated.

(3) Chinese Stalinism’s rise as an economic powerhouse was, in a sense, the result of the contradictions of imperialism intersecting with the contradictions of Stalinism. Following the collapse of USSR Stalinism, US imperialism had expected that Chinese Stalinism would also inevitably collapse before long. It had been contemplating how to reintegrate China under US leadership once that Stalinist system fell (at the time, US imperialism was particularly wary of the possibility that Japanese imperialism might exploit the situation in China to once again become the hegemonic power of Asia).

Thus, US imperialism aiming to transform China into an imperialist sphere of influence and a target for aggression capitalized on Deng Xiaoping’s Reform and Opening-up policy to utilize the country as an outlet for US surplus capital, drawn by China’s vast potential market and abundant, low-cost labor force. From the 1990s onward and particularly after China joined the World Trade Organization (WTO) in 2001the wave of neoliberal globalization accelerated the influx of capital into China. Japanese and European imperialist powers, unwilling to lose out in the struggle for the Chinese market, competed fiercely to pour their own capital into the nation. Indeed, this massive invasion of US, Japanese, and European capital into China was, in essence, an inter-imperialist rivalry over the country’s partition and its incorporation into imperialist spheres of influence.

(4) Meanwhile, the Chinese Stalinist leadership was fully aware that US imperialism sought to dismantle the Chinese Stalinist regime, just as it had done to the Soviet Union. However, figures like Deng Xiaoping, belonging to the first-generation leadership of the Chinese Revolution that had defeated imperialist aggression and semi-colonial subjugation through national liberation/revolutionary war were determined never to allow such imperialist scheme to succeed.

After Mao Zedong’s death in 1976, Deng Xiaoping assumed power and pursued the Reform and Opening-up policy in an attempt to recover from the social and economic devastation caused by the Cultural Revolution the disastrous outcome of Mao’s forced drive to build socialism in one country. Yet, the introduction of a market economy under these reforms quickly led to corruption and a widening wealth gap. Public anger over these issues, combined with discontent regarding Stalinist political repression, erupted into a democratization movement spearheaded by students most notably the Tiananmen Square demonstration of one million. Determined to defend the Chinese Stalinist regime, Deng Xiaoping ruthlessly suppressed the movement using the armed force of the Peoples Liberation Army. The Tiananmen Square incident of June 4, 1989occurring amidst the unfolding collapse of Stalinism in Eastern Europe and the Soviet Union shockingly demonstrated the real possibility that the Chinese Stalinist regime might also collapse. However, fearing the chaos that a rapid collapse of Chinese Stalinism would entail, imperialist powers with Japanese imperialism, explicitly opposing both condemnation and sanctions proceeded to further expand their capital investment into China. Chinese Stalinism, in turn, aggressively imported and utilized the capital and technology of these imperialist forces which were clamoring to access the Chinese market in a single-minded pursuit of economic growth. Deng Xiaoping staked the survival of the Stalinist regime on achieving this economic growth.

(5) Through the combination of Chinese Stalinism’s policy of importing imperialist capital to weather the crisis threatening its collapse and the fierce, competitive influx of imperialist capital into the Chinese market, China transformed into the worlds second-largest economic power only behind the United States at a scale and speed unprecedented in history. This transformation was the product of the intertwined crises and contradictions facing both imperialism and Stalinism in the post-war era. For US imperialism and the imperialist bloc, the question of how to deal with this monster of their own making has become the central issue in the rivalry for global dominance; meanwhile, for Chinese Stalinism, the challenge of averting an explosion of its own massive internal contradictions and fending off imperialist aggression has become a matter of regime survival.

3. The Full-Scale Explosion of the Contradictions of US Imperialism in Death Agony= War of Aggression Against China

(1) In the midst of the dead end of the postwar system of imperialism and Stalinism, it is inevitable that imperialist war, as an explosion of the basic contradictions of imperialism, will unfold not only as a fierce rivalry against the economically powerful Chinese Stalinism, but also as a war of aggression against China aimed at overthrowing its regime (the preface to Volume 7 of Shimizu Takeo Selected Works). This is the core of the current situation. This situation will continue until it leads to either the practical realization of the two slogans proclaimed at the 10th Congress of JRCL, or a catastrophic situation resulting from the full-scale explosion of a war of aggression against China, a world war. (including nuclear war). A half-hearted resolution is absolutely impossible.

(2) US imperialism absolutely cannot allow Chinese Stalinism to continue expanding and developing in an ongoing way. That would inevitably undermine US imperialism’s world dominance decisively. The US is trying to rule the world with its military and AI, and to extract as much wealth as it can, but in reality, it is in the brink of ruin. While the AI bubble continues, the national debt, which has surged due to the 2008 Great Recession, the COVID-19 pandemic, massive military build-up, and war, has reached $40 trillion (over 6,400 trillion yen!). With long-term interest rates also soaring, the interest payments on US Treasury bonds alone amount to $1 trillion (163 trillion yen!) per year, comparable to the defense budget. The future of AI bubble itself is unpredictable. Facing the fierce competition with China and domestic rivals in development, the US is making massive capital investments. Moreover, if it fails also to present a good prospect of profitability and financial condition, it will not be able to raise large amounts of capital, and will lose it. Because of this, fundraising through special purpose companies separate from the company itself which is essentially concealing debt has become rampant on a scale exceeding that of the housing bubble and subprime mortgage crisis that triggered the Great Recession of 2008. It has been reported that the hidden debt held by giant tech companies and others has reached 268 trillion yen.

(3) Some claim that America has overcome the story of decline many times, but what has actually happened is the tremendous deepening of the historical decline of US imperialism. In fact, imperialism, including US imperialism, is in its very last stages. While making a fuss about AI and migration to the moon and Mars, it is imperialism, led by America, that is destroying human society, turning the Earth into an uninhabitable environment for humans, and driving all of humanity to the brink of destruction by world war and nuclear war. The ruling class itself is shocked by the tremendous crisis of destruction and the imminent revolution that they have created. At the 250th anniversary of the United States, Trump yelled, America will never be a communist country, and You can be a communist or you can be a patriot. You cannot be both and a religious fanatical apocalyptic ideology is rampant at the heart of the US imperialist regime.

Trump, who names illegal immigrants as animals and continues violent attacks, detentions, and deportations, is now planning to build a nationwide detention facility network that can hold 116,000 deportees at once and process one million procedures annually according to Financial Times online. The notorious Immigration and Customs Enforcement (ICE) budget has ballooned to $38.5 billion (more than 6 trillion yen) per year. What difference is there between Trump, Secretary of War, Hegseth, Secretary of State Rubio, and the Nazis Hitler, Göring, and Goebbels? Not only does Trump make outrageous statements like a whole civilizationwill die tonight and U.S. will strike Iran, bringing them back to the Stone Ages, but he actually possesses AI weapons and nuclear weapons that could end the world and wipe out humanity. Thus Trump is actually far worse than Hitler. Ultimately, if capitalism and imperialism are to reach a complete death end and yet still try to survive, there is no other way than for fascist figures like Hitler and Trump to seize power, spread tremendous discrimination and xenophobia, shout anti-communism, thoroughly demonize and suppress the class struggle and national liberation struggle of the working class and the peoples, and plunge into a war of aggression and a world war. The same applies to Takaichi and other members of the Japanese imperialist ruling class who are reviving the pre-war imperial system with slogans like 2600th anniversary of the founding of Japan, Emperor Jimmu, and male lineage, and pushing forward with a war of aggression against China.

(4) Now, unlike in the 1930s when imperialism was driven into ruin from the weakest rings such as Germany, Japan, and Italy, US imperialism, the cornerstone of the post-war world system, has fallen most severely, become desperately violent, and is wielding a massive military force capable of destroying the world, plunging into a war of aggression against China, a world war.. And both the Japanese and European imperialist powers are desperate to cling to this US war of aggression against China, a world war. because being ostracized would mean the end for them. US imperialism, in turn, are mobilizing all imperialism, including Japanese, in a fierce combative manner. Imperialism, which has survived to this day, is thus exploding with its basic contradictions in this form: US and Japanese imperialism, and all imperialism, are fighting to reorganize, and divide China’s Stalinist regime in a war of aggression, a world war.

4. Overthrow of Stalinism in China = Victory in an Anti-Imperialist Anti-Stalinist World Revolution

(1) In face of this war of aggression by US imperialism, China has no choice but to resist militarily to the fullest extent as Stalinism. Since it has fundamentally abandoned Marxist and Leninist position of overthrowing the entire imperialist system through world revolution, this is the only option left for Chinese Stalinism. The crisis facing Stalinism in China is greater than that of imperialism. The economy continues to stagnate due to the collapse of the real estate bubble and the burden of excess production capacity, and it is no longer possible to suppress peoples discontent through economic growth. Domestic contradictions such as rising youth unemployment, extreme economic inequality, disparities between urban and rural areas, rapid aging, and fragile social security are intensifying.

In this context, imperialists, with the US and Japan at the forefront, are successively withdrawing capital from China and applying pressure by restricting and reducing imports from China. When China tries to resist imperialism with measures such as restrictions on rare earth exports, it is widely denounced as weaponization of resources and economic coercion, and the China threat narrative is fueling and further pressure is increasing. Thus, China, a socialism in one country surrounded by imperialism, finds itself in an increasingly difficult position, with no choice but to divert its peoples discontent with xenophobia, nationalism, and patriotism, and suppress peoples revolt under the Stalinist power and authority of the Chinese Communist Party.

The realization of Taiwan’s unification, which is at the core of China’s core interests, is absolute. US imperialism, well aware of this, is insisting on defense of Taiwan as a semi-colonial sphere of influence and a major center for advanced semiconductor production (producing approximately 90% of the worlds total), declaring that they will not tolerate seizure and not tolerate any change of the status quo by force. This is the wickedness of US imperialism. And the more Chinese Stalinism tries to prevent US imperialism from seizing Taiwan and moves towards Taiwan unification, the more China is portrayed as a threat, and military pressure is applied with slogans of deterrence and denial, including attempts to provoke China into striking first, with an aim of forcibly dragging it into war.

(2) However, Chinese Stalinism is aware of this and is acting with the understanding that war with the US imperialists is unavoidable if necessary. All of this policy is hostility towards the world revolution and an unforgivable betrayal of the liberation struggles of the Chinese and world proletarian peoples and oppressed nations. After the victory of the Russian Revolution, Lenin and the Bolshevik Party, surrounded by imperialism and subjected to counter-revolutionary interventionist wars, called for support and solidarity from the international proletariat and achieved victory through that strength. In contrast, what is Chinese Stalinism doing? Repeated military exercises aiming missiles and guns at the people of Taiwan, conducting submarine-launched ballistic missile (SLBM) tests from strategic submarines similar to those of the US imperialists, and threatening to drop nuclear missiles on the heads of the American people such Chinese Stalinism is nothing but an anti-people and counter-revolutionary entity! Xi Jinping’s Stalinist regime in China, which has utterly betrayed the world revolution and is pursuing an anti-people military confrontation and war against US imperialism a line of socialist modernization and strong nation and is even prepared to resort to nuclear war, is a counter-revolutionary regime that must be thoroughly denounced and overthrown.

(3) The struggle to prevent US imperialist aggression against China, a world war, can only be achieved as an Anti-Imperialist Anti-Stalinist World Revolution. Now, we must not only confirm that Chinese Stalinism is an object to be overthrown, but also engage in a struggle to actually overthrow Chinese Stalinism together with the Chinese proletariat people. In the anti-war struggle to prevent the war of aggression against China, let us thoroughly expose the anti-people and counter-revolutionary nature of Chinese Stalinism and call upon all workers and people to overthrow it.

Needless to say, the major force in the struggle to overthrow Stalinism in China is the Chinese proletariat people. And the Chinese proletariat peoples attainment of an Anti-imperialist Anti-Stalinist World Revolution will be overwhelmingly won only when the JRCL and the Japanese proletariat and people shed their own blood and unleash an anti-war struggle to block the outbreak of the war of aggression against China, right under the feet of Japanese imperialism, which is standing on the front lines of the war of aggression against China, and when the Japanese proletariat and people forge a struggle in solidarity with Chinese people, turn aggression into civil war!, permeated by the thought of blood debt. The anti-war struggle to prevent the war of aggression against China continues to expand solidarity and unity with Chinese students studying in Japan, and furthermore, with the people within China. When the great power of the Chinese workers, peasants, and people who crushed the brutal aggression of Japanese imperialism and brought victory to the Chinese Revolution, overthrowing the rule of imperialism, defeats the Stalinist power in China and establishes a genuine socialist China as a base for world revolution, the Anti-Imperialist Anti-Stalinist World Revolution will surely be victorious.

Carry out Lenin’s “indisputable and fundamental duty of all socialists”!
Organize huge anti-war demonstration on Nov. 22!

(1) The actual conclusion of the above mentioned problem is, for realization of two strategic slogans in the 10th Congress, to wage huge anti-war mass movement of stopping aggressive war against China, basing ourselves on the successes of all-out development of June 14 Struggle, and women’s anti-war activities in July, and the Aug.6 Hiroshima struggle.

As decisive struggle in this Autumn, we must achieve on November 22 huge demonstration: Stop the war of aggression against China! Smash constitutional revision! Down with Takaichi Administration!

We would like to confirm as our common determination with all comrades and all struggling people, that we will construct anti-war struggle to stop the war of aggression against China as the core issue for Japanese class-struggle by Nov.22 Rally.

(2) As we have discussed in the second chapter, as a result of the deep crisis and entanglement between US imperialism and Chinese Stalinism, the basic contradiction of imperialism has really started the process of explosion as inevitable war of aggression against China, a world war.

The reality of turning it into Anti-Imperialist Anti-Stalinist World Revolution is in the struggle to stop invasion against China in Japan, which is positioned at the front-line of the aggressive war against China. (Hegseth’s speech after meeting with Japanese Defense Minister last year).

The last chance of imperialist revitalization of Japan is in participation in the US aggressive war against China. Japanese imperialism now intends to commit all efforts in the revision of the Three Security Documents and Basic Policy on Economic and Fiscal Management and Reform. But this decision itself has driven Japan into crisis and contradiction in the midst of reality of failed state (The Basic Policy shock, fiscal unrest selling of Japanese government bonds=rapid rising of long term interest rate, continuing historically weak yen). All the more Japanese imperialism faces the reality of collapse, and for this reason, it must rush into the war of aggression against China.

In the midst of the mounting anger over the revision of the constitution, war, rising prices and poverty, Takaichi administration has forced through reactionary war bills: the start of exporting lethal weapons, establishment of the National Intelligence Agency, criminalization of national flag desecration, revision of retrial law and revision of the Imperial Household Law, which openly aims to return of pre-war Emperor System.

However, for this very reason, anger and rage against the enforcement of Takaichi administrations war, revision of the constitution, discrimination, xenophobia, wartime skyrocketing prices and poverty, exploded in this spring headed by firstly women and youth, and followed by workers, students and people, in uprising. Peoples activity has become elevated.

These developments are inevitable because the explosion of the war of aggression against China, world war is on the way as imperialism’s contradiction is exploding.

The plunge into the war of aggression against China, has opened up a new stage of ripening revolutionary situation, in which violent crash between action and reaction, revolution and counter-revolution develop as described by Lenin, has been growing swiftly.

(3) Organizing of revolutionary mass movement in huge demonstration (anti-war, anti- government, anti-imperialism) is the most important duty for revolutionary communists and their party.

And this is an action policy, which responds to the desire of tens of thousands of people, headed by women, who have been fighting in front of the Diet and on the street all over Japan, overcoming the opportunist prospects of Japanese Communist Party Stalinism, petty bourgeoisie pacifism and promoter of post-war-style peace and democracy.

Those women, youth, students and working people who have started the struggle, are taking a firm position of absolutely opposing war, and have determined to stop the war with all efforts. And the most active members of participants have made preparations for revolutionary action, even in surge of the demagogic propaganda, China threat, strengthening of defense power, defense-of-homeland ideology and xenophobia.

June 14 struggle and women’s anti-war actions in July have begun to join together with those active women and people. From this summer, toward Nov. 22 mass anti-war struggle for stopping the war of aggression against China, we must develop these trends into all-out mass mobilization of people for revolutionary action.

We will wage this by applying and practicing thoroughly menace of China which were presented by Lenin (The Collapse of the Second International) as the indisputable and fundamental duty of all socialists in revolutionary situation, wartime.

(4) The core of three points is: helping it (proletariat) to go over to revolutionary action, namely acceleration of organizing revolutionary action, demonstration, strikes and revolutionary mass-movement and accelerating these civil-war-like actions into development to uprising and seizing the state power.

We have the duty for revolutionary exposure, propaganda (explanation) and agitation: arousing the proletariat’s revolutionary consciousness and determination, that is, revealing the masses the existence of revolutionary situation, and explaining its scope and depth of this situation. And so, for waging this duty in wartime=revolutionary situation, forming organizations suited to the revolutionary situation is needed.

Lenin demanded again in other part of The Collapse of the Second International about forming organizations suited to the revolutionary situation. The course of history cannot be turned back or checked. We can and must go fearlessly onward, from the preparatory legal working-class organizations, which are in the grip of opportunism, to revolutionary organizations that know how not to confine themselves to legality and are capable of safeguarding themselves against opportunist treachery, organizations of a proletariat that is beginning a struggle for power, a struggle for the overthrow of the bourgeoisie.

When we wage anti-war struggle to stop invasion against China thoroughly toward In solidarity with fighting Chinese people, turn the aggressive war into a civil war, and when it realizes revolutionary mass-action, it must be needed, to make illegal organization, (without, however, surrendering a single legal position), as Lenin pointed out.

It must be augmented by the creation of an illegal basis, an illegal organization, illegal Social-Democratic (communist) work,.

The leadership of the Second International decisively fell into opportunism, tumbled down to social- chauvinism. Lenin criticized strongly this in The Collapse of the Second International.

If we tumble down into opportunism, thought of blood debt and the slogan, In solidarity with Chinese and Asian peoples, turn aggressive war into a civil war will become fake.

It is surely arduous to create an illegal organization. But as Lenin said, Experience will show how this is to be done, if only the desire to take this road exists, as well as a realization that it is necessary.

JRCL has experiences of struggling against the Anti-Subversive Activity Law in the struggle around 1970, the war against Fascist Kakumaru and armed struggle against the state power by an illegal organization. Now is the time to succeed this party history, and lets fight, carrying through together with all three points of the indisputable and fundamental duty.

Destruction of old party and building of a revolutionary organization by reinstatement and implementation of revolutionary women’s liberation struggle, has changed JRCL to revolutionary organization, which is determined to waging Lenin’s three points of indisputable and fundamental duty in wartime=revolutionary situation.

We will materialize it by anti-war struggle to stop the war of aggression against China, and clear advancement to organize people and workers, with women, youth and students at the forefront in Nov.22 Struggle.

(5) November Rally Movement in the Second term has been called by Michitoshi Seki, President of Doro-Chiba in National Railway Rally on in July 11.

Doro-Chiba and National Railway workers Movement have been carrying out the biggest struggle of Japanese workers movement in post-war era until today through the struggle against the dismissal of 1,047 workers, bringing almost to the court Ide and Fukazawa, who are responsible for the dismissal of 1,047 members. This victorious lessons must been learned and put into practice now.

We are requested to to fight back from the workplaces war of aggression against China, heavily rising prices, hardship for life, worsening labor condition and needed to revitalize fighting workers movement and class-oriented union.

This is to be realized in the all-out uprising in the November 22 Anti-war rally, which calls for building up the major body and power to practice struggle for making most important self-direction, to wage Solidarity and turn aggression into civil war. The movement of Coordination Center of Labor Unions is its leading power and the construction of the party and Marxist Youth Workers League in workplaces is its leverage.

(6) Just the revolutionary women liberation movement is the driving force of the explosive mobilization to November 22 rally. Lets achieve the revitalization of the party and movement, which is capable of organizing fundamental women’s anger for self-liberation to overthrow Imperialism and Stalinism.

(7) Just the anti-war political movement for stopping war of aggression against China will be the way for reconstruction, and developing of students movement. The development of student movement has a key position in rising of revolutionary anti-war mass-movement.

Bringing the organ paper, leaflet and pamphlet, we should discuss in campuses about the war of aggression against China, and struggle against all reactionary political tendencies (Japan Communist Party, etc.) in party struggle (ideology struggle). Lets organize for Nov. 22 Rally.

In all areas of workplaces, schools and streets, and in other sites of struggle, with our own conviction, we must make propaganda, agitate and organize Nov.22 Rally, anti-war (war of aggression against China) struggle, leading this by ourselves.
