Crush war-time dictatorship of Takaichi administration! Turn the drive for the war of aggression against China into civil war

The major issue of the impending general election【note1】 is the war of aggression against China. The new development of the situation, in which Japanese imperialism has totally been engaged in the drive for a war of aggression against China, world war, we are requested to achieve overthrowing of imperialism, the main cause of the war, with the Takaichi administration as its agent. In face of this, a breakthrough of anti-war struggle to stop the war of aggression against China decides the way.

Already US war of aggression against China, world war, has actually been launched. NSS (National Security Strategy), of the US Ministry of War, published at the end of last year, as a document of declaration of the war of aggression against China, world war, has been put in full-scale practice by the invasion in Venezuela on January 3^rd and further developed into an attempt of making Greenland US “territory” and to launch war of aggression against Iran. Following the attack on Venezuela, the Trump administration has completely shut down the supply of crude oil to Cuba with the aim of overthrowing the Cuban government within this year. Moreover, around Iran, nuclear-powered aircraft carriers and state-of-the-art fighter jets are assembled to place Iranian regime under military pressure to overturn it. All these maneuvers are aimed at drawing off Chinese influence in the Western Hemisphere and the Middle East and are exercised as a link of the scheme of a war of overthrowing Chinese Stalinist regime.
Japan is the major focus of this strategy. The NDS (National Defense Strategy), issued on January 23^rd by the Ministry of War as military strategy based on the previous NSS, states: “China is already the second most powerful country in the world—behind only the United States—and the most powerful state relative to us since the 19th century.” and indicated as the priority, “Deter China in the Indo-Pacific through strength”. It concludes boldly, “It will be an apparent failure for China to integrate Taiwan”, “We will erect a strong denial defense along the First Island Chain (FIC) .”
It is the core of US strategy of aggressive war against China, which intends to crush China by means of pulling it into a war. Japan is positioned at the forefront of the battlefield on the first island chain in the war against China. Japanese imperialist regime is requested to put down clearly in the official document that defense spending will be raised to 5% of GDP for the first time.
As soon as the NDS is published, US Deputy Secretary of Defense Colby came to Japan on January 28^th and confirmed this with the Japanese Defense Ministry officials.
The prime minster Takaichi, who has recently produced a sensation by raising a voice in case of “Taiwan contingency”, explained in face of the general election: “If Japan runs away in an emergency, Japan-US Alliance will collapse” and publicly promised to wage US/Japan joint military operation in a critical situation to rescue Japanese. Thus the previous declaration of Takaichi that “a Taiwan contingency would pose an existential threat to Japan” is followed by the confirmation that Japan would intervene in a Taiwan contingency.
The core of Takaichi’s intention of the dissolution of the Diet and the general election is to fundamentally revise the three security documents corresponding to the NSS and NDS of US and to thrust into the war of aggression against China. Such outrageous acts must not be tolerated!

What is now happening just in front of us, that is, the plunge of Japanese imperialism into a war of aggression against China, is far more serious than the Japanese entanglement into the war of US or the need of preparation for the threaten of China. While imperialism, the highest stage of capitalist development, is exploding its fundamental inherent contradictions and developing a fierce battle over the division and re-division of the world, Japanese imperialism, represented by the Takaichi administration, is desperately participating this competition for the survival as imperialism.
US, a declining imperialism, is destroying the post-war world system under the slogan of “peace by force” and stepping into re-organization and re-construction of the world rule with the a core policy of overthrowing the Stalinist regime of China.
US has already left 66 international organizations, which work within the frame work of the United Nations and on the other hand, set up an administrative organ in Gaza on January 22 with an aim of establishing colonial rule there. Trump intends to chair a “Peace Council” as an international instrument in stead of the Untied Nations.
Over the demand of Trump to rule Greenland as “territory” of US, conflicts have broken out among imperialist countries, US, Europe and Canada. On the Davos conference in January, severe criticism was centered on Trump in an extraordinary way: “A shift towards autocracy, against democracy. Imperial ambitions are resurfacing” (French president Macron); “Rupture in world order” “We need rules-based international order” (Canadian Prime Minister Carney) and European imperialist countries are pursuing their policy to defend their own imperialist interest.
All imperialist powers are now forced to be engaged in the US-led drive into a war of aggression against China for their own desperate survival.
US, Japan and all imperialist powers are driving China into a corner by military power, provoking Xi Jinping administration in crisis to take military counter-offensive, an anti-people reaction, and they are starting a war of aggression against China under the pretext of “threat of China”.

Confronted with the drive for militarization and chauvinism over the whole society, indignation and sense of crisis are growing among working class people all over the world.
The urgent task is to overthrow imperialism, for which war is inevitable. As an urgent task, it is needed to rise up immediately for anti-war struggle to stop the war of aggression against China.
In Minneapolis in US, general strike was carried out to protest against the assault and massacre of immigrant workers by ICE (Immigration and Customs Enforcement) on January 23^rd for the first time since 1934 and the situation is developing into a civil war-like confrontation. Historical battle, war or revolution, is opened.
A struggle to “turn the Japanese imperialist war of aggression against China in solidarity with fighting Chinese and Asian people into a civil war” is urgently needed in Japan. Japanese working class people’s struggle to never repeat the Japanese imperialist invasion of China and Asia will open up the way for world revolution against imperialism and Stalinism in confluence with struggle of Chines people against Chinese Stalinism.
The response of working class people to the imminent general election is to organize powerful revolutionary mass action to stop the war of aggression against China in this direction.

Takaichi’s dissolution of the Diet and declaration of general election is a counter-revolutionary coup d’etat to establish war-time dictatorship through gaining the “victory” and claiming “full authority”. We must completely crush this attempt.
Takaichi is intending a drastic conversion to the war-time regime. On the agenda is: raising-up of the defense spending up to 5% of GDP by the advance revision of the three security documents; abolition of the Three Non-Nuclear Principles=nuclear armament; conversion of ammunition manufacturing plant into state-owned factory “for the preparation of long-term war”; enactment of Anti-Espionage Act by the agreement of the governing two parties, Liberal Democratic Party and Ishin Party (the Japan Innovation Party); setting up of the crime of desecrating a national flag; establishment of the Wartime Security Repression System, with the “stricter” measures for foreigners staying in Japan as a priority. Constitutional revision is schemed. Further, ensuring of sustained combat capability and the militarization of the economy are aimed with following plans: “responsible positive finance”, “crisis management investment”, “food security”, “economic security” and “growth investment”. While all the political parties are competing each other in declaring national interest and defense of fatherland, Takaichi is trying to restrain the anger of working class people by raising a slogan of consumption tax reduction in a tricky way with an aim of general mobilization for a war of aggression against China.

Then we must ask, what on earth, “the defense of the state and the national interest” means? Why should we, working class people, defend the state, which is serving for the interest and the rule of a small number of imperialist bourgeoisie, who are exploiting, expropriating workers and forcing them on low wage (real wages are continually declining!), high prices, in a word, poverty, while they are making easy money? The Takaichi administration is demanding working class people to sacrifice their lives for the survival of bourgeoisie in the war of aggression against China. We must overthrow such a state by every means.

The RENGO (Japanese Trade Union Confederation) is driving working class people to the war by supporting National Democratic Party (Centrist faction), which is promoting military-industrial complex and also “Center-Left Reform” Alliance, which admits Security War Bill, restarting nuclear power plants and, Henoko base construction.
Now is the time to create revolutionary mass action to seize power through driving off the Takaichi administration, all the established political parties and the rule of RENGO over labor movement!

The direction of the appellate court on January 23 on the request for retrial of unjust dismissal of 1047 national railway workers【note2】has opened up a breakthrough of the struggle to pull down the wall of the state power for the historical victory. The struggle against the Division and Privatization of the National Railway, the struggle, which has been strenuously practiced in opposition to the constitutional revision and war drive, is now confronting face-to-face against Takaichi’s war drive and is adding fuel to the anger and general counter-offensive of working class people. In line with this, the struggles in Okinawa, Hiroshima, Nagasaki, Fukushima and Sanrizuka are inevitably advancing toward a civil-war like confrontation with the Takaichi administration.

Join in massively February 8 national railway rally for the victory of the national railway struggle and create class struggle labor movement to overthrow imperialism, breaking down RENGO’s rule over labor movement.
With the slogan of “Down with the Takaichi administration of Japanese imperialism and stop the war of aggression against China”, start a general counter-offensive of working class people for an explosion of anti-war struggle!

【Note 1】The right wing Takaichi administration in coalition with the far-right wing, the Japan Innovation Party, instructed the dissolution of the Diet and general election at the opening of the session on January 23. The general election is to be held on February 8 with an unusually short time for election campaign.

【Note 2】In the revocation trial of 1047 unjustly dismissed railway workers (on the occasion of the Division and Privatization of National Railway in 1987), the presiding judge declared to admit the examination of the witnesses on the side of the management concerning the dismissal in question, which has long been refused on the previous courts in spite of repeated demand from the accused.
